Research On The Competence Enhancement Of Village Cadres In Cangxi County Under The Background Of Rural Revitalization

In October 2017,the report to the 19 th CPC National Congress called for vigorous implementation of the rural revitalization strategy,which pointed out the direction for the development of the work related to agriculture,rural areas and farmers in the coming period.As the grass-roots managers in the national governance system,village cadres must play an indispensable role in the process of rural revitalization.Their thinking mode,knowledge and skills,working ability,management consciousness,honesty level and so on have a very important role and influence on rural social development and the realization of rural revitalization.At present,it is a critical period to consolidate the achievements of poverty alleviation and effectively promote rural revitalization and development.Therefore,it is worth further study how the competence of current village cadres is,what are the weak links,and how to improve to meet the needs of rural development under the rural revitalization strategy.In this paper,the competency level of village cadres in Cangxi County,Sichuan Province is thoroughly studied by using competency theory and method.First of all,on the basis of the research literatures,according to the actual circumstance of cangxi work,screening of extracted under the background of rural revitalization of cangxi county village cadres competency elements,and use the job interview method,questionnaire method,factor analysis method to refine competence elements,integration and validation,set up under the background of rural revitalization of cangxi county village cadres’ competency model.Secondly,according to the established competency model of cangxi county village cadres competency questionnaire investigation and analysis,judge the cangxi county village cadres competency skill level is not high,lack of innovation,discipline consciousness,subjective initiative is not strong enough,honesty and self-discipline,and analyze the problem causes.Finally,combining with the existing problems and reasons,this study from the reserve cadres education,training,performance appraisal and incentive mechanism,etc.,put forward further enhance cangxi county village cadres competency under the background of rural revitalization policy advice,both from the theoretical level enriches and extends the application of competence theory field,and from the perspective of practice to promote cangxi county rural revitalization strategy implementation from the aspects of promoting grassroots cadres capacity to provide decision-making reference.
