Performance management is one of the core issues of human resource management.Since the seventies of the 20 th century,Britain and the United States to government reform in the western countries,Mo to visual performance as the primary goal of the pursuit,government performance evaluation is as an important political activity and vigorous expansion.In the performance evaluation of government has become an international trend of reform,the idea of government performance management is also introduced into the reform of our government,and has become one of the guiding ideology of the reform.Due to the special situation of our country,the government has derived a lot of institutions,and the number of large number of institutions is closely related to the production and life of the masses.In many institutions and law enforcement institutions for number and more special,on the one hand they have enforcement powers,to exercise the functions of government organs,but due to the system they were included in the sequences of institutions,on the other hand,they directly face the masses and power of citizens and their organizations to implement administrative punishments.Therefore,the performance management of law enforcement institutions has its own particularity.China's urban management and law enforcement units play an important role in strengthening urban management.However,in recent years,the field of urban management and law enforcement appeared a series of problems,such as violence,law enforcement,fishing law enforcement,law enforcement misconduct,the bloody conflict in urban management and vendors,not only the interests of the government's image,but also makes the effectiveness of law enforcement has been questioned.In order to make the urban management and law enforcement agencies to better fulfill the urban environmental sanitation management responsibilities,in order to make the urban management and law enforcement officers to better play their own performance,it is necessary to introduce the performance evaluation method of urban management and law enforcement units of the daily management and operation.According to the characteristics of institutions,this paper takes the theory of performance appraisal is based,to City Binhu District Urban Management and law enforcement unit as the object of study by analysis of the current performance evaluation system of law enforcement institutions,in reference to the basis of domestic and international advanced experience,urban management and law enforcement unit performance appraisal for overall performance appraisal and employee individual performance evaluation of the two aspects to consider,analysis the status of the current performance appraisal system of City beach area of law enforcement brigade,existing problems,and assessment of heavy and difficult.At last,according to the latest theory,technology and method of the performance evaluation of the institution of our country,the system of the unit is improved,and the feasible countermeasures are put forward.The innovation of this paper lies in: will be 360 degree performance appraisal method is applied to the practice of performance appraisal in law enforcement institutions,improve the existing city beach area law enforcement unit performance appraisal system.
