Analysis Of Problems And Countermeasures Of Cross-department Data Sharing

With the continuous development of global information construction,government departments at all levels have obtained a large amount of data,which has become an important concern of data sharing among different government departments.Whether it is the data exchange and data sharing work of government departments,or the business management and development needs of each department,or the convenience of the masses to handle business,shorten the working time,improve the work efficiency and other needs,the sharing of different types of data between departments has become an inevitable trend,on this basis,also exposed a lot of different problems.Based on this,it is necessary to analyze the current situation of cross-departmental data sharing in reality and find out key factors,so as to provide reference for more efficient promotion of cross-departmental data sharing in the future.As an important part of government organizations,local government departments have a large number of information resources from data sources.At present,many predecessors in the academic circle have carried out relevant researches on cross-departmental data sharing or cross-departmental collaboration,but most of the researches start from government departments with different functions or aspects that are closely related to People’s Daily life,such as medical treatment and taxation.Due to work reasons,the author can have more contact with the staff who are responsible for the cross-departmental data sharing of the electronic certificate and license of the department and improve the research content of cross-departmental data sharing of the electronic certificate and license.In view of this,taking the electronic business license of S province as the entry point,this paper reveals the development status of cross-departmental data sharing of S Province by means of consulting materials,conducting in-depth interviews with relevant practitioners and issuing questionnaires,and analyzes various factors,existing reasons and exposed problems affecting the development of cross-departmental data sharing of S Province.Through the analysis,it is concluded that in the subjective aspect,the understanding of data exchange and sharing policy is insufficient,the practical work experience is lacking,and the communication and coordination ability of business personnel is weak.In terms of operation mechanism,data sharing standards of different departments are inconsistent and data security cannot be guaranteed.In terms of security mechanism,the lack of communication and coordination mechanism and infrastructure guarantee for data sharing,and the lack of highly integrated coordination and management organization are all the reasons affecting the cross-departmental data sharing of electronic certificates and licenses in S Province.At the legal level,there are no corresponding laws and regulations,and the data ownership relationship is not clear enough.At the institutional level,data quality management policies for the whole life cycle are lacking,data standards are lacking of unified standards,and data security risks exist in the process of data sharing.The lack of shared incentive compensation mechanism and professional personnel training mechanism is the main reason for these problems.It also tries to put forward suggestions on improving the system of inter-departmental data sharing,improving legal,financial and human security,improving data security,strengthening business training,improving the responsibility and incentive mechanism of inter-departmental collaboration,formulating perfect data sharing standards,and promoting the construction of data sharing and exchange platform.To provide experience for cross-departmental data sharing and promote the establishment of relevant data information sharing system.
