Research On The Problems And Countermeasures Of P Street Grid Governance In Jinan

Grid governance plays an important role in urban community governance system.This thesis selected a typical representative of the grid of urban community governance-jinan P street as a case,based on the theory of multiple governance and refined management theory,through the case analysis and research methods of interview and questionnaire survey,to explore the existing problems and further analyze the problem causes,puts forword the path of further perfecting grid governance of the urban community.This thesis first defines core concepts such as community and community grid governance,combs out multiple governance theory and refined management theory,and then summarizes the practice and effectiveness of grid governance in P Street community.It took the lead in creating a full-time grid team,built the city operation command sub-center platform,and actively cultivated social organizations,which has achieved certain results.Therefore,P Street is one of the typical representatives of advanced urban community grid governance.After analyzing the existing problems and the reasons behind them,it can be found that the typical problems are mainly reflected in the following three aspects:due to the short establishment time of the full-time grid team,many systems remain to be improved;The level of grassroots information needs to be further improved;Residents’ participation methods and ways are still limited,and there is not a good co-governance interaction between grid members and community residents.These problems in P Street are also common problems and typical problems in the development of urban community governance in China.Based on the analysis of the reasons behind these problems,it is found that the main reasons are insufficient construction of full-time grid staff,incomplete construction of digital information platform,imperfect participation mechanism of residents,limited governance funds and insufficient control.Finally,in view of this,this thesis puts forward the countermeasures:first,strengthen the construction of grid member team,improve the specific measures of relevant system guarantee,improve the governance ability;Second,pay attention to the way and channel of residents’participation in community governance,improve the guarantee mechanism and way of residents’ participation,accelerate the construction of stable part-time grid members,better play the role of residents’ participation in grass-roots autonomy,improve residents’ autonomy;Third,strengthen the construction of digital information platform,strengthen the construction of intelligent governance means;In addition,broadening the grid governance fund channels and increasing governance resources can effectively realize the benign interaction between grid members and residents to some extent,and improve residents’ participation initiative and enthusiasm.It is expected to provide reference for the improvement of grid governance level of urban communities and the optimization of public services in China.
