With profound changes taken place in the structure of our country’s urban social administration, the function of social administration and public service detached from“unit system” mode shifts to sub-district office and neighborhood committee in which community is their basic management unit. Community increasingly stands out in social and economic development as the basic unit in people’s life. Nevertheless, change of administration system cannot keep pace with the requirement of the social development changes, and various new social problems are testing the management capability of the basic-level government, for example, overlapped and disordered organizations and functions, disharmonious work relationships, incompetent staff and insufficient fund all become the prominent problems that hinder the construction of primary-level organization of urban community. Many scholars have done abundant theoretical and empirical research on the community’s organizational construction and self-governance.Whereas community cannot develop without its residents, for the frequency of the residents’ participation in the community’s public affairs has direct influence on the quality and operation of the community organization. Thus, the community problems can be substantially attributed to the participation of residents.The West Lake Street of Lanzhou has developed a system of “three-dimensional digital social administration” independently to strengthen the community’s administration capability. This system provides a convenient technology platform for the community to conduct grid management, and on this basis, communities carry out several innovative community service projects, such as “pipeline of people’s condition”project. This thesis takes the G Community as an example, which is the first community where grid management is implemented in West Lake Street. It takes two months of field research to first analyze the effect of residents’ participation in grid management and summarize the grid management mode of the West Lake Street. Based on a large number of theoretical documents, the author builds indicators of investigation and analysis, aiming to find the problems of the residents’ participation in this kind of management mode and the reasons accounting for the problems. Through the data analysis of the willingness, current situation and satisfaction of residents’ participation,the author finds that residents have positive participation willingness and feel satisfied with the community’s operation as a whole. But there still exists some problems as follows, imbalanced willingness, passive method, low-level systematization and low participation degree, etc.. Herein, this thesis devotes to analyze the reason why there is strong participation willingness but few participation behavior from the aspects of residents themselves, the government and the society, and some relevant suggestions to the emerging problems are put forward. At last, according to the research result and other scholars’ theoretical results, this thesis comes up with in the discussion section that even if community’s administration mode improves and organization structure gets appropriate adjustment, but impeded by historical and realistic conditions, the path of China’s future urban community development should get “joint governance” first, and finally achieve “self-governance” when all round conditions are ripe.
