| Since the 21 st century,the development of a new generation of information technology represented by the "Da Zhi Yi Yun Wu Qu" has developed by leaps and bounds,which has brought a huge impact on the original management models of enterprises and government organizations.How to use advanced digital technology to upgrade the management system and achieve the goals of improving management and operation efficiency and reducing operating costs has become the mainstream direction of the development of all walks of life.Under this background,the management of fixed assets in administrative institutions is also facing new requirements and challenges.In order to cope with changes in the public utility management environment and meet the development requirements of the digital age,how to make full use of digital technology,improve the efficiency of fixed asset management,and maximize the effectiveness of limited financial funds has become a key issue to be solved urgently in the management of state-owned assets in administrative institutions.As a third-level administrative district for public utility management,S County has introduced the asset management system since 2010 and has been promoting and applying it throughout the county.Up to now,the county’s administrative institutions have basically realized the informatization of asset management.In recent years,in order to further improve the asset management level of administrative institutions,S County has accelerated the digital transformation of fixed asset management by relying on the original asset management system and using advanced information technology.However,the digitalization process of management is slow due to the restrictions of management technology,management personnel and other factors.Based on the current era of digital management development,this paper takes S County as the research object,and uses semi-structured interviews and questionnaires to understand the digital management of fixed assets in administrative institutions in S County.This paper analyzes the current problems existing in the development process of digital management of fixed assets in S county administrative institutions from the perspectives of management consciousness,management technology,management talents and management system.Then this paper deeply analyzes the reasons for these problems,and under the guidance of principal-agent theory,fixed asset life cycle theory and other theories,combined with specific problems,it proposes optimization strategies such as reshaping management awareness and improving digital management technology.This paper conforms to the reform trend of state-owned assets management in administrative institutions,and takes digital management as the breakthrough point to actively explore a new mode of fixed assets management in administrative institutions.This paper can enrich the relevant research on state-owned assets management,and provide new ideas for the development of state-owned assets management in administrative institutions,so as to help administrative institutions reduce costs and increase efficiency,and improve the level of state-owned assets management. |
