| Sudden disasters often cause serious loss of life and economic loss,and their suddenness and strong destructiveness have brought serious threats to the safety of life and property of the country and the people.The emergency management department will carry out rescue and distribution immediately after the disaster.Emergency supplies distribution is one of the important rescue works.The distribution of supplies in a time-critical and emergency-supply situation requires considering various factors,such as efficiency,suffering of the affected people,and economic cost.In order to distribute emergency supplies to the affected areas in a timely manner after a disaster occurs,the emergency management department will set up emergency inventories in the emergency warehouses in various places in advance.In addition to the inventory materials,donated materials are also distributed after the disaster.Donated materials are divided into earmarked donations and non-earmarked donations,which arrive after the disaster and are later than the distribution of inventory materials.Before a disaster occurs,how much inventory can be set up to deal with potential disasters economically and effectively,and how to achieve precise rescue and allocate limited emergency materials reasonably and efficiently to each disaster-stricken point after a disaster occurs is a difficult problem to be solved in current emergency management.The distribution of emergency supplies requires efficient and fair distribution methods,especially in the early stage of disasters,which is also a critical period of material shortage.Inefficient and unreasonable distribution of supplies will not only affect rescue,delay the treatment of disaster-affected people,but also cause social disputes.Scientific and rational distribution of emergency supplies can not only ensure the accuracy of rescue,but also ensure the effectiveness of rescue,so that limited materials can create maximum utility.In reality,demands and donations in the affected areas are uncertain due to road,signal outages and constant news coverage.The research in this paper is based on the distribution of emergency materials under uncertain demand and donation,that is,how to deploy inventory materials before the disaster and distribute the inventories and donations after the disaster when the exact information of demand and donation is unknown,so that the limited materials can produce the maximum utility and achieve a relatively fair distribution.This paper studies the distribution of emergency supplies in the W region.Through qualitative and quantitative analysis,a robust optimization modeling is proposed for the uncertainty of demand and donation,and the objective function is to minimize the cost of deployment and deprivation for the W region.In this paper,Benders decomposition algorithm is used to solve the model.Through the case of W region,the feasibility of the algorithm is verified,the research value of this article is confirmed,and the future research direction is also pointed out.The research of this paper enriches the theory of emergency management,and provides a method system for the distribution of emergency materials in the W region. |
