In recent years,China's major natural disasters have occurred frequently,resulting in a large number of casualties and property losses,which have brought a heavy test to the country and its people.After the disaster occurs,how to achieve rapid and accurate rescue and reduce the loss in the disaster area is a difficult problem to be solved in the current emergency rescue.As the end of the emergency rescue,the local emergency is of great significance to the entire rescue process.Prior to the delivery of emergency supplies at the rear,the use of local resources for rescue can meet the most basic living needs of the people in the disaster area and win time for external rescue.After the disaster,the disaster-stricken area needs a large amount of emergency supplies.However,due to the shortage of local resources,it cannot meet the needs of the disaster-hit areas.Blind and unreasonable rescue plans will result in the waste of resources.Emergency material distribution plays an important role in the entire emergency logistics chain and is the key to achieving rapid and accurate rescue.Scientific and reasonable distribution of emergency supplies can not only ensure the timeliness of the rescue,but also ensure the accuracy of the rescue,maximize the effectiveness of emergency supplies,and enhance the effectiveness of emergency rescue.At present,most of the studies are based on the emergency material distribution under the condition of determining demand.In actual emergency rescue,the information on the disaster area cannot be updated in real time due to road damage and communication interruption,and the material demand in the disaster area is uncertain.In this paper,we study the problem of the distribution of emergency materials based on the uncertainty of demand,that is,how to quickly and accurately allocate the relief materials to each disaster area under the condition of uncertain demand.Before the delivery of emergency supplies at the rear,the local resources will be integrated and the local emergency supplies will be delivered to the disaster area in the shortest response time to meet the needs of the disaster area and reduce casualties.Qualitative and quantitative analysis of the problem was conducted.The analysis of the local emergency material distribution system in the R area was conducted.Then,with the shortest rescue time and the highest demand satisfaction rate as objective functions,an emergency material distribution model under conditions of uncertain demand was established.A robust optimization method is used to optimize the uncertain parameters of material demand,eliminating the impact of uncertain demand on the results.By solving the model,the feasibility of the model is verified and the research value of this paper is confirmed.At the same time,the future research direction is also pointed out.This study enriches the theory of emergency material distribution and provides a theoretical basis for local emergency.
