| In order to reduce the huge loss of life and property caused by natural disasters,the establishment of an efficient,economical and equitable distribution of emergency supplies has become a top priority.On the premise of considering the urgency of demand at disaster sites,a multi-objective planning and dispatching model for cross-regional emergency supplies is established from several research perspectives,and the dispatching model is solved through algorithm improvement to enrich research ideas related to postdisaster supplies dispatching.Based on the results of the theoretical study,the following research was used to focus on the analysis of emergency material dispatch following a natural disaster:Firstly,the research background and importance of emergency material dispatching in the context of natural disasters are reviewed,and the current status of research on postdisaster emergency response,emergency material dispatching and multi-objective models in the field of emergency logistics at home and abroad,as well as the research content,research methods and research technology lines are outlined.Secondly,we analyse the factors,main objectives and resource allocation that have an impact on the cross-regional dispatch of emergency supplies,clarify the information on the supplies needed at the disaster sites according to the relevant national regulations,and as the disaster situation differs from site to site and the post-disaster needs differ,the degree of urgency of the supplies needed at each site also varies from place to place.Combining the disaster information and the characteristics of the disaster,we establish a grading evaluation index system for the urgency of the needs at the disaster sites,and objectively evaluate the urgency of the needs at each site using the entropy-weightedTOPSIS method.Finally,the various objectives to be considered in the emergency dispatch process may not be well coordinated or even contradictory,so multi-objective planning is chosen to solve the problem of material dispatch.On the basis of demand hierarchy,a crossregional post-disaster emergency material dispatching model is established,in which dispatching time,dispatching cost and victim satisfaction are considered as objectives of the model.The firefly algorithm is also improved according to the characteristics of the model,and the model is used as an example for the 2021 Henan flood disaster,and the results are compared through arithmetic to develop a material dispatching plan,which provides some reference for actual emergency relief decisions. |
