The Study On Choice Of Policy Tools Of China

The essence of public tools is to achieve public goals by adjusting the relationship between public and personal benefit. Therefore, "one of the causes leading to the failure of policy goals is due to the lack of public policy tools. " Since the 1980s the new public administration theory caused a big transformation from traditional administration to government management, making people pay attention to the words such as freedom, democracy and efficiency. And the relationship between government and market, government and society, government and citizens has also greatly changed. What kind of policy tools can adapt to the new environment and deal with new problem effectively has become the key to policy study at present. Meanwhile, our country is reforming public administration. However, the reform background is completely different from market economy tad by freedom and democracy in western developed country because our country is experiencing the transformation form planned economy into market economy. It means the specific characteristics of the study field of policy tools in our country. This article, based on foreign research results on policy tools, combines our country's unique environment characteristics and takes as an example Haishu pattern, the lead goat in the system reform for the aged, in which Haishu district government in Ninbo, Zhejiang province has purchased service at home for the aged. It is aimed at analyzing and summarizing not only advantages and disadvantages, and application range of policy tools, but also influencing factors and assessment criterion. Finally, it finds a way to direct and improve the selection of policy tools based on the situation and development in our country. The article consists of four parts.Introduction tells the purpose and meaning of the article and the research work related to public policy tools at home and abroad. It also shows the writing methods, innovation and problem of the article.Chapter I is about the variety of policy tools. It analyzes the characteristics and application range of each kind of policy tool, by referring to the classification methods of M. Ramesh's policy tools in our country.ChapterⅡis about influencing factors on the selection of policy tools. According to Professor Mclaughlin.M's adjustment model, it shows four influencing factors and then analyzes each factor separately.ChapterⅢis about the assessment criterion of policy tools. It sets up an assessment standard of value, makes it clear what kind of policy tool is effective and instructs us to choose more effective tools to achieve our goals.ChapterⅣis a further analysis of policy tools, taking the government's buying services for the aged as an example. First it analyzes the necessity of choosing policy tools in the service system for the aged in our country. Second, it summarizes the characteristics of the selection of policy tools in Haishu District. Third, it analyzes how all kinds of influencing factors work in the selection of policy tools. Fourth, it assesses selected policy tools. Finally, we can learn something on the selection of policy tools from Haishu Pattern, which can help us face challenges and solve problems more initiatively.
