Research On The Role Of Local Government In The Development Of Characteristic Towns

In 2014,the success of characteristic towns in Zhejiang aroused the upsurge of constructing characteristic towns in China.The construction and development of characteristic towns is of great significance.It can accelerate economic transformation and upgrading,drive high-quality economic development,and play a positive role in improving industrial layout,alleviating urban diseases,promoting urban-rural integration and accelerating rural revitalization.However,some characteristic towns have problems such as unclear positioning,serious homogeneity,insufficient marketization degree,real estate risk and high financial debt ratio.The development of characteristic towns is inseparable from the government.Social development,enterprise limitations,market defects and stakeholder relations all require the government to play the role of guidance,supervision,coordination,control and service,but how to effectively play the role of the government to achieve the healthy and stable development of characteristic towns is a thorny problem.Based on the theory of new public management and government governance,this paper mainly adopts literature research method and case analysis method,selects Shibanyan Town of Linzhou as an example,combines swot analysis,analyze the role of local government in guiding,supervising,coordinating,controlling and serving the development of characteristic towns.Finding out that local government has following problems: lose control of boundary between good government and market,limited understanding of the characteristics of small town,the town planning which leads the imperfect,the market supervision is not enough,not strong talent team construction,government debt crisis,limited coordination among the related party,limited public services and products,and inadequate to promote industrial development,and find out the reasons for the above problem.Select and analyze the role of government in the development of some successful characteristic towns at home and abroad for comparative analysis and summary.Finally,it summarizes how the local government should optimize its role in the development of Shibanyan characteristic town.The main conclusions are as follows: the government should strengthen the top-level design,correctly understand the relationship between the government and the market,adhere to the "government is guide,enterprise is main body,market-oriented operation" mode,build perfect system and mechanism,strengthen to build infrastructure and strengthening elements,build brand culture,cultivating the masses participation,have the courage to reform and improve the government service ability.Form a collaborative management mechanism of sharing and co-construction,and give full play to the role of the government in the development of characteristic towns.
