Study On The Relationship Of “Close And Clean” Between Government And Enterprises In The Development Of Characteristic Towns

Researches on characteristic towns are always based on the scholars’ own preferences,which are typically conducted from the perspectives of industrial economy,urbanization construction,public governance etc.,but few are studied from the view of relationship between the government and enterprises.To facilitate the development of the relationship of “close and clean” between the government and enterprises,how to fully realize the subjection functions of enterprises and mechanism function of markets through building up such a relationship between the government and enterprises? How to build the “close and clean” relationship during the construction of the characteristic towns? What kind of effects the “close and clean” relationship will make to the current construction and sustainable development of characteristic towns? This paper attempts to explore the above questions.Based on the theory of service-oriented government and points from related literature,this paper aims to build the “close and clean” relationship between the government and enterprises and analyze all the relevant elements.The paper believes that the “close and clean” relationship between the government and enterprises attempts to regularize the behaviors of both government and enterprises by limiting the powers,specifying the benefits and taking accountability.In specific,the government and enterprises shall trend to pursue the public-oriented goals and values,and build an interactive,functional and equal partnerships,bounded by laws and formed by implementing services,supervisions and cooperation in the areas of politics,markets and society.To verify the conjunction between such relationship and the construction of characteristic towns,this paper rendersan empirical research on H town in J city that is ranked as the A-level characteristic town among other towns in Z province.The researches indicate that to build the “clean and close” relationship for the characteristic towns should combine with the governess of the towns.We could see from the effects that during the construction of the characteristic towns,the role of government has changed from as a supporter at the cultivation stage to a leader at the grown stage,while the role for the enterprises gradually change from the participants to the dominant player,which demonstrates that the “close and clean” relationship can be realized in constructing of characteristic towns.In terms of the limitation,as a dominant player in constructing of characteristic towns,such role of government still exists but invisibly.The building of “close and clean” relationship has exposed some problems,like the degree of communication is close but faint,the degree of communication is close but disturbing the order of the market,the relationship is clean but the effect is weakly the relationship is clean but the constraints are weakly etc.It is influenced by many factors,such as endogenous demand of government,public demand and interaction mechanism of construction.Through the above research,this paper constructs the model framework of the “close and clean” relationship between the government and enterprises from the perspective of service-oriented government and the two-dimensional quadrant diagram of the“close and clean”relationship,so as to further explain the promotion strategy of the“close and clean”relationship.The paper believes that the key to the construction of the the“close and clean”relationship model lies in how to regularize the behaviors of both government and enterprises by limiting the powers,specifying the benefits and taking accountability.Combined with the restrictive factors in the governance practice of the characteristic towns,this paper holds that it is the logical starting point of sustainable construction of the characteristic towns for the government and enterprises to exert their respective advantages under the role of the market mechanism and to and to reach consensus on interests.It is important through clarifying the role of the government,optimizing the business environment,deepening the platform of interaction between government and enterprises,improving the power supervision mechanism,to achieve the“close” and “clean” relationship of “familiarity but degree” “clear and active” “clear but not sparse”and “familiar but fearful”.
