| Socialism with Chinese characteristics has entered a new era,but in the coming decades there will still be hundreds of millions of people living in rural areas,which is the special national situation facing China.The level of modernisation of governance capacity and governance system in rural areas is directly related to the realisation of the modernisation of national governance capacity and governance system,and the “cornerstone” status of rural areas determines the fundamental role of rural governance in the overall national governance.In rural governance,security and order are the primary conditions,and building a three-dimensional security and control system is a prerequisite for maintaining social stability and orderly development in rural areas,in which public security organs play an important role.Before 2014,rural social governance in Henan Province also faced problems in terms of relatively weak rural grassroots organisations,a serious and complex security situation,and a lack of solid basic public security work.The public security organs of Henan Province explored and implemented the“one police officer per village”police mechanism,which means that by stationing Community policing officers and auxiliary police officers in each administrative village,relying on the police rooms and police workstations established to carry out work at the grassroots level in rural areas,and by changing their functions and style and innovating their working methods,they participated in rural social governance and achieved better The results have been good.This paper analyzes the background of the establishment of the “ one police officer per village”police mechanism by the public security organs of Henan Province,the development of its construction and the in-depth study of the special work of the relevant regions through the methods of literature induction and case study,and objectively analyses the current situation of the“one police officer per village”police mechanism.The current situation of the development of the “one police officer per village”police mechanism has been objectively analysed,and it has been found that there are still problems in the operation of the police mechanism,such as the lagging innovation of the police concept,the lack of smooth departmental coordination mechanism,the lack of a sound mechanism for public participation,the lack of a working guarantee mechanism,and the lack of an assessment and evaluation mechanism.The article applies the theory of collaborative governance and the theory of service-oriented government,combined with field research and analysis,and proposes countermeasures to address the problems of the “ one police officer per village”police mechanism by strengthening the system design and further promoting the innovation of police concepts;optimizing the organizational structure and further improving the mechanism of departmental collaboration;focusing on classification and guidance and further improving the mechanism of diversified participation;consolidating the grassroots foundation and further strengthening the mechanism of resource protection;strengthening the foundation orientation and further improving the assessment and evaluation mechanism,with a view to providing reference for the further improvement of the “one police officer per village”police mechanism in Henan Province. |
