Research On The Reform Of Public Resource Allocation In Heze City,Shandong Province

The Third Plenary Session of the 18 th CPC Central Committee proposed for the first time that the market should play a decisive role in resource allocation and that the government should play a better role.Since the reform and opening up,my country has made great achievements in promoting the marketization of resource allocation.However,in the process of resource allocation,governments at all levels still have the problem of ignoring the laws of the market,resulting in low efficiency of resource allocation.In order to solve these problems,the General Office of the CPC Central Committee and the General Office of the State Council issued the “Guiding Opinions on Innovating the Ways of Government Resource Allocation”,which proposed to establish a new resource allocation system with catalog management,unified platform,standardized transactions,and whole-process supervision as the main content.All localities are encouraged to actively carry out reform and exploration.Heze City,Shandong Province took the lead in promoting the reform of public resource allocation in the country,and established the “five unified” public resources of“one catalogue,one ‘cage’ storage,one set of platform allocation,one channel revenue and expenditure,and one set of mechanism supervision”.The allocation system has optimized the allocation of resources and promoted local economic and social development.However,under the new development concept,how to keep pace with the times and deepen reforms to further improve the efficiency of resource allocation still has a long way to go.This paper mainly studies the reform of public resource allocation in Heze City,Shandong Province through literature research method,system analysis method,comparative analysis method and other research methods.The research mainly involves three aspects.The concept of public resource allocation is defined,and the theory of resource allocation and public goods is introduced to lay the foundation for writing the paper;the second is empirical research.First,it analyzes the background and motivation of public resource allocation reform in Heze City,and then conducts public resource allocation reform in Heze City.Practical analysis,focusing on the reform practice and effect,and finally put forward the problems and reasons of the public resource allocation reform in Heze City.The third is the study of countermeasures.By learning from the relevant reform experience of other cities in China and combining with the actual situation,it proposes the countermeasures to deepen the reform of public resource allocation in Heze City.The research conclusions of this paper include:1,Heze City has taken the lead in promoting the reform of public resource allocation in China and achieved remarkable results.However,there are still some problems in the reform,such as weakening the understanding of the importance of reform,further excavation of stock public resources,relatively single supply mode of public goods and public services,there is still room for progress in the overall regulation,integration and sharing of public resource allocation,and there are still deficiencies in the public resource allocation system with allocation budget as the core;The reasons for the problems are the lack of systematic and integrated top-level system design of public resource allocation reform,the lack of necessary public opinion environment support for public resource allocation reform,and the lack of sound system and mechanism coordination guarantee for public resource allocation reform.2,Compared with other cities,the reform of public resource allocation in Heze is the most systematic and thorough,but some experience and practices of other cities are also worth learning from.Based on the reform experience of other cities and aiming at the problems existing in the reform,Heze needs to further deepen the reform of public resource allocation,strive to improve the organizational guarantee mechanism of public resource allocation reform,Strive to provide impetus and pressure for reform;Strive to tap the potential of existing public resources and fully tap,revitalize,enlarge and realize the value of public resources;Strive to open the supply market of public goods and services and constantly improve the supply level of public goods and services;Strive to promote the overall regulation,integration and sharing of public resource allocation,and strive to achieve the governance objectives;Strive to further improve the public resource allocation system with the allocation budget as the core,strive to improve the governance level of public resource allocation,and promote high-quality economic and social development.
