This paper has endeavored to analyze the necessity of implementing the strictest waterresource management system, and the water resources together with their connotations andthe empirical conditions under which the most strict water resource management carried outat home and abroad by the theories and the exemplifications. The above researches are basedon the analysis of water resource theories combining the current theory researches at homeand abroad. It tries to investigate the current situations in which the strictest water resourcemanagement is implemented.
