Study On Village Level Cadres' Training In The Eastern Relatively Developed Area Of Agriculture

Village level cadres quality is connected with the process of new rural construction, enhancing village level cadres quality, training person with ability and increasing competence construction of rural grass roots is an important task of government which is related with the development of country. Training the village level cadres is good for enhancing their quality.ShanDong Province lies east to the sea, is one of the biggest agriculture provinces in China, QingZhou city is the middle part of Shandong province, the rural economic of which is relatively upgrowth, in according to the prescription of the administration and province government, from 1997 to now, QingZhou city has being kept on training village level cadres , which makes effects on rural economic construction. But because of the change of the social surroundings, the progress of the science and technology, the push of knowledge economy ,the new demands to village level cadres' qualities which includes politics quality, idea quality, ability quality, company quality, morality quality and mentality quality are put forward, at the same time, which is a new challenge to training. However, at present, more and more questions on training are occurring which makes bad infection on the developing process of agriculture, which arose the attention of QingZhou city government, so that perfecting the training system of village level cadres of QingZhou city has become an very important task of government.The paper introduces the current study about training theories and civil village level cadres training experiences.Following the case study of training, introduction of the general situation, the basic circs and the existing problems of the village level cadres in DongGao town is based on the filed survey, the problems of themselves including age, study, ability, duty and target and so on, the problems of training include that training idea become indifferent, training form is singleness, training mode is stiffness, training knowledge is stale. The village level cadres in DongGao town want to enhance various capacities by training, who want all sorts of training mode on training requirement The paper proposes a training system for cadres of Donggao town, which involves training idea, training rule, training guarantee, training mechanism and training pattern. Due to training is a systemic process, in the paper, penman is trying to explore a suit of becomingly pattern to the village level cadres' training from these views of science developing, human resource exploitation, and the continuing developing of agriculture , the last obtain is to make the training effective, which can advance the cadres capacities, promote new rural construction.The research of domestic and overseas on village level cadres training is not so excessive, that there are much more difficult in the work, but it will be very theoretic sense and realistic sense. Through investigation on DongGao town , hoping exploring rationalization countermeasure which will be helpful to the decision-making of government, and will be useful being the reference to the village level cadres' training in eastern relatively developed area of agriculture.
