At the 19 th CPC National Congress,the Central Committee put forward the rural revitalization strategy,setting higher expectations and requirements for a more beautiful countryside,richer farmers and stronger agriculture.Rural e-commerce is directly rooted in rural areas,serving agriculture,rural areas and farmers,effectively promoting the development of agriculture,rural areas and farmers,and playing an increasingly important role in the context of rural revitalization.Local governments have made bold attempts to support the development path of e-commerce,effectively promoting the development of rural e-commerce industry.In recent years,due to factors such as lack of experience and governance capacity,the governance problems of rural e-commerce have been gradually highlighted in the process of promoting the development of rural e-commerce by grassroots governments,and the contradictions between various parties involved in rural e-commerce have gradually emerged,which has put forward higher requirements for the support path of grassroots governments.In this paper,literature method,case study method,interview method and other methods are adopted,with the help of stakeholder theory and collaborative governance theory,taking Huimin County of Binzhou City as an example,the development of rural e-commerce under the background of rural revitalization strategy is comprehensively analyzed.Firstly,it describes the general situation of rural e-commerce development in Huimin County,and conducts SWOT analysis on various elements of rural e-commerce development in Huimin County.Then,it describes practical measures taken by Huimin County to support rural e-commerce development,such as building policy system,project demonstration and guidance,building e-commerce platform and constructing e-commerce ecology.It also analyzes the role of rural e-commerce in expanding its scale,gaining honor and boosting rural construction under the support of the government.For southeast rural electricity development dilemma,the southeast of 34 electricity field interview stakeholders,has carried on the induction summary to respondents intuitive feelings,from the perspective of microscopic analysis,southeast support existing in the development of rural electricity policy effect is not obvious,the market main body is not active,electrical business environment is not strong,and inadequate booster role to play in the construction of rural problem.In view of these typical problems,in-depth excavation and summary of the top-level design of the grassroots government is not enough,the main body cultivation investment is insufficient,multi-party participation and coordination,and the lack of understanding of the relationship between rural e-commerce and rural development and other deep-rooted reasons.Finally,it puts forward the path choice of grassroots government in supporting the development of rural e-commerce under the background of rural revitalization: first,the top-level design should be a "chess game";The second is to cultivate market subjects to "combine management and support";Third,the "bridge role" should be played when multiple stakeholders participate;Fourth,in planning the development of rural e-commerce,we should focus on "benefiting the people". |
