| The grassroots government is the implementer and foundation of the national governance system,as well as the core and soul of grassroots governance,and the way its functions are performed must change with the development of the economy and society.Currently,government functions have been transformed into a key element of China’s administrative system reform.The grassroots government is the most concrete implementer and executor of cultivating new rural digital economy and deepening the development of agricultural e-commerce.Academic research on the transformation of grassroots government functions is quite rich,but there is less targeted research on how grassroots government can change its functions with the times and play a central role in the specific e-commerce to help agriculture,therefore,a systematic study of this issue is needed.In this context,this paper takes e-commerce for agriculture as the entry point,adopts literature research method,comparative analysis method and questionnaire survey method,and after further collating the data obtained,systematically summarizes the effect of government functions,achievements and four problems in the form of policy effect analysis and data analysis,which are mainly reflected in the aspects of ideological awareness,government positioning,market mechanism,and financial investment.By drawing inspiration from domestic experience,this paper proposes the following countermeasures: first,to strengthen policy support and create a favorable development environment,second,to play a coordinating function and integrate the resources of multiple forces,third,to explore and improve the construction of e-commerce integrity system,and fourth,to enhance the grassroots e-commerce supply chain technology system.This paper studies the function of grassroots government in the framework of public management theory in the issue of e-commerce to help agriculture,innovative in research perspective,and the research findings can provide reference value for other similar cities in China to develop e-commerce to help agriculture. |
