Problems And Countermeasures Of Construction Of Village-level Cadres In C County,Northeast Sichuan

With the overall victory in the battle against poverty,how to complete the development of rural revitalization has become a new goal,which is also a historic shift of the focus of the work of agriculture,rural areas and farmers.Rural revitalization,the key lies in people.As an important member of rural revitalization team,village cadres are the key force to implement the strategy of rural revitalization,and the most direct implementers,organizers and implementers.The strength of village cadres is directly related to the success or failure of rural revitalization strategy.In recent years,the construction of village cadres in China has been continuously optimized,but there are still some problems,which restrict the construction and development of rural areas.It is of great significance to strengthen the construction of village cadres,to solve the problem of village cadres,to provide strong talent support for rural revitalization,and to promote the implementation of rural revitalization strategy.This article takes the village level cadre troop of C County,Northeast Sichuan as the research object.According to the comprehensive balance of geographical position,size of township scale,humanistic customs,economic level and other factors,134 township cadres in9 villages and towns,126 village cadres in 45 villages,114 masses and 62 outgoing village cadres were selected as the subjects of investigation.Through the way of questionnaire survey,visit and discussion,induction and analysis,combined with the basic situation provided by the organization department of the county party committee and the county civil affairs bureau,we can further find out the present situation of the village level cadres in C County,Northeast Sichuan,and sum up the existing problems.Considering that,in recent years,the construction of village cadres in C County,Northeast Sichuan has made remarkable progress,especially in the selection and employment of village cadres,education and training,examination and encouragement,and the guarantee of treatment。But there are also problems such as lack of successors,lack of ability and quality,lack of actual effect of education and training,and lack of supervision and management of the team.The main reasons for these problems are the lack of attraction of agricultural employment,the lack of effective mechanism for the training of village reserve cadres,the difficulties in promoting rural work,the mere formality of village supervision and evaluation,and the fact that some cadres’ thoughts are still not liberated.In the face of the main problems existing in the ranks of village cadres at present,we should start from four aspects of "introduction,education,management and encouragement ",attract elite talents from all aspects to the ranks of village cadres,and break down the narrow phenomenon of the selection of village cadres.To cultivate village cadres by using emotion and effort,we should be approachable,growth capacity,build systems,and aim at high quality and specialization.We should stress the strict management and love of village cadres,combine examination and encouragement,combine supervision with care,and combine punishment with fault tolerance and error correction.
