become well-off,and build a contingent of high-quality village cadres is particularly important.In June 2015,Hubei Provincial Committee of the CPC,Hubei Provincial Governmen issued<some opinions on further strengthening the Construction of the contingent of Village Principal cadres>(Hereinafter referred to as "opinions").It has made clear provisions on perfecting the mechanism of training and selecting village principal cadres,encouraging and guaranteeing,and managing and supervising.The document clearly points out that all the village principal cadres are out of work and do a good job in the village,and the wage treatment determines the bottom line standard for the village principal cadres' work remuneration according to the wage level of the local deputy township chief cadres.It should be said that the importance attached to the village principal cadres has been raised to a new and higher level.At the same time,the substantial increase in the treatment of village principal cadres has also made a certain impact on deputy cadres.The difference in treatment between the two has been too great,which has affected the harmony of the village team,and has also brought hidden dangers to the upcoming transition of the village Party Organization and village committee in the second half of this year.Therefore,it is very urgent to strengthen the construction of village cadres.This paper focuses on strengthening the construction of village cadres,which is divided into five parts.The first chapter is introduction,mainly to explain the research background and significance,domestic and international relevant research situation and in this paper,the research method adopted,content framework and innovation,introduce the basic situation of luotian county of
