Research On The Mechanism Of "Doing Things Without Asking For Others" Under The Background Of" Delegate Power,Improve Regulation,and Upgrade Services" Reform

The reform of “delegate power,improve regulation,and upgrade services” has led the vivid practice of building a service-oriented government.“We should try our best to let enterprises and the masses ‘do things without asking for others’,which is a‘touchstone’ to measure the effectiveness of building a service-oriented government.”The implementation and achievements of the policies related to the reform are not only regulated by the policies themselves,but also influenced by the operational mechanism.It is an important issue to deepen the reform and test the effect of the reform by establishing an effective operation mechanism.This paper argues that the establishment of the mechanism of “do things without asking for others” is the key factor affecting the effectiveness of the reform of“delegate power,improve regulation,and upgrade services”.First of all,this paper demonstrates the argument through the comparison of the front and back from three aspects: optimizing the business environment,facilitating the masses to handle affairs and building a law-based government.Secondly,the theoretical analysis is conducted from the incentive function,restriction function and guarantee function.Then establishes the theoretical basis model,simple event model and complex event model of mechanism operation,makes theoretical and empirical analysis,and details the role of mechanism operation of information input,output and transfer in reducing information cost.Thirdly,this paper studied advanced experience at home and abroad,and learned from the New Zealand’s experience of optimizing the business environment reform and Singapore’s “Internet plus government services” reform.It draws on the advanced experience of Zhejiang Province’s “run at most once” reform,Yangtze River Delta government service integration reform and Shanghai Free Trade Zone’s in-process and after event supervision reform.On this basis,the general rule that the mechanism should have three basic points and eight basic characteristics is extracted.The three basic points are: 1)Adhere to the results and process of two dimensions to improve the satisfaction of the masses.2)Integrated mode covering the whole life cycle.3)Information efficiency,incentive compatibility and business collaboration interact well.The eight basic features are: 1)Simplicity is essential;2)open and transparent;3)clear content;4)specific time limit;5)optimization of procedures;6)thoughtful service;7)fair supervision;8)protection of rights and interests.Finally,the paper analyzes three problems in the operation of the mechanism of L City,those are,the functional role of its components is not strong enough,the gap between macro mechanism connection and micro specific connection,and the evaluation and improvement of the mechanism operation is relatively backward.Put forward to build a management mode of Strategy-Mechanism-Performance.In a more general sense,from strengthening the function of constituent mechanism,improving the engagement mechanism of elements,mutual confirmation to build “1 + M + N” index system of “mass satisfaction” and “1 + M +N” index system of government performance management,improving information efficiency and incentive compatibility.This paper puts forward some countermeasures and suggestions for local governments to establish the mechanism of “doing things without asking for others” and deepen the reform of “delegate power,improve regulation,and upgrade services”.This paper attempts to summarize the general law of the mechanism of “do things without asking for others”,in order to provide some reference for various localities and departments to deepen the reform of “delegate power,improve regulation,and upgrade services” and establish the relevant operation mechanism.
