Since the 18 th National Congress of the CPC,General Secretary Xi Jinping repeatedly emphasized in the work of the Central Conference to do a good job in the assessment of civil servants,The important directive spirit of "cadres,work hard in peacetime",is pinned on the government departments at all levels to do a good job of civil servants’ usual assessment,and to use the regular assessment as a powerful tool to check the daily performance of civil servants.In addition,primary-level civil servants,as the implementers of various national regulations and policies,and the front-line service workers of the country;s docking masses,have unique characteristics of primary-level civil servants.How to give full play to the role of civil servants at the grass-roots level is of great research significance.First of all,this paper analyzes the theoretical basis of civil service performance appraisal at home and abroad.Taking the pilot towns of peacetime assessment in Z County as an example,this paper introduces the practices and experience of peacetime assessment of civil servants in Z County,and provides case data and first-hand information for latecomers.Then,through the questionnaire and interview,we know the problems in Z county’s peacetime assessment.Then through questionnaires and interviews,we understand the problems existing in the peacetime assessment of Z County,analyze the causes,and then combined with the advanced experience of various places,put forward the improvement measures for the peacetime assessment of township civil servants.Through practice and theoretical analysis,the author summarizes four main problems in the usual assessment of township civil servants in Z County:the cognition of regular assessment needs to be improved,the design of regular assessment indicators needs to be optimized,the assessment methods of regular assessment need to be improved,and the application of regular assessment results needs to be strengthened.Through research and analysis,optimizing the regular assessment of primary-level civil servants in Z county requires the establishment of a multi-participating body of regular assessment of primary-level civil servants,design regular assessment index scientifically of primary-level civil servants,improvement of the internal-external supervision mechanism for regular assessments of primary-level civil servants,improvement of the application system of regular assessment results for primary-level civil servants.
