Primary executive civil servants refer to civil servants who work in front line,serve citizens directly and carry out professional duty. In Tianjin, primary executivecivil servants have portion of70%to all civil servant, their jobs relate to every aspectsof social management, directly influence people’s livelihood, social stability andharmony and scientific development. While nowadays Chinese politics, society andeconomy are growing in high speed, strong and scientific administration should beapplied on primary executive civil servants. As a fundamental method of civil servantadministration, performance assessment owns characters of mandatory, normative andinstitutional, and for years’ operation, it has gained the reputation of managementbackup. Research on primary executive civil servant performance assessment is tosocial management benefit.This thesis focuses on Tianjin primary executive civil servant performanceassessment. Based on defining primary executive civil servant, analyzing function ofits performance assessment, the thesis combines theory and practice to research on itsperformance assessment background, dissect problems of cognition, institution,operation and management security about primary executive civil servantperformance assessment. Aiming to those problems and practice of primary executivecivil servant management, the thesis gives principles on Tianjin primary executivecivil servant performance assessment, and specific advice on procedure managementand follow-up management.Meanwhile, to emphasize empirical study, this thesis use methods of FieldResearch, general tracking and interview by level to design performance assessmentfor Yuexiu Street in Hexi district, and establish assessment content and index fordepartments of city management, community administration and labor service, whichis supposed to be the proof of former relative study and example for relative staff.
