Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,we will fully implement the general requirements for Party building and the Party organization line for the new era,implement the central government’s decisions and plans on civil service work,Uphold and strengthen the Party’s centralized and unified leadership over the ranks of civil servants,uphold the principle that the Party supervises officials,combine strict discipline with kindness and give equal emphasis to incentives and constraints,implement the standards for making good officials in the new era,To administer and cultivate civil servants in accordance with the law.Civil servants,as national civil servants,are the undertakers of the service-oriented government to serve the people and directly represent the image of the government.This puts forward higher requirements for the exercise of power and service of public officials at all levels of the state.It is necessary to take a firm political stand,strengthen the theoretical arm,and constantly improve the governing ability,work efficiency,service level,and comprehensive quality.We will promote the formation of a new situation in the development of a style of work that is characterized by “better mental state,stronger work ability,better administrative efficiency,stricter sense of discipline,and higher public satisfaction.”tobuild a contingent of high-quality and professional civil servants.In order to ensure that civil servants at the grass-roots level can fulfill their duties,work steadily and improve efficiency,the performance appraisal of civil servants at the grass-roots level is of vital importance.The research takes the 7 municipalities under the jurisdiction of C city as the main research object,Questionnaire survey and field interview are mainly used,Based on management by Objectives theory,new public management theory,government performance management theory and other theoretical perspectives,The present situation and problems of performance appraisal of grass-roots civil servants in C city were investigated and studied in depth.Problems existing in the performance appraisal of grass-roots civil servants in C City,It is summarized as the following five aspects: the political standard is not clear,the coordination and integration are not close,the performance indicators are not accurate,the performance evaluation is not scientific,and the performance feedback is not timely,The main reasons for the problems are weak awareness of assessment,unreasonable setting of assessment indicators,defects in the design of assessment process,lack of precision in the use of assessment methods,and unreasonable use of assessment results.In view of the above problems existing in the performance assessment of gra The improvement path mainly includes clarifying assessment objectives,optimizing assessment subjects,quantifying assessment indicators,enriching assessment methods and strengthening assessment results ssroots civil servants.
