The performance assessment for public servants in China is established and gradually improved with the civil servant system. The current assessment system for public servant advocates the principals of assessment mechanism, the content and standards, methods and procedures, results and other aspects which form the legal basis and performance evaluation for the assessment system. Currently, many theories on assessment methods, procedures and content of appraisal system are put forward by researchers. What’s more, government in China is now service-oriented, so that studies on innovation of assessment system, more scientific assessment methods become essential as well as the studies on advices and suggestions for the assessment mechanism of government at all levels. However, in the real situation, the assessment mechanism is not that effective, and the contradictions between assessment and appraisal system are becoming increasingly obvious.Based on theoretical research and practical exploration, this thesis will find out the difficulties and restrictions in the current performance assessment. Through analysis of different evaluation methods, the thesis will use the most suitable theories and techniques to find ways to improve performance assessment for public servants of departments at provincial level of Gansu province as well as the efficiency of evaluation system.The first part is the introduction which will introduce the research background, purpose and significant of the study. It will also refer to the relevant reference, research ideas and basic methods. The second part will study and explore the current provincial public service performance assessment system and find out the problems in the implementation process. The third part describes the problems in performance assessment for public servants of departments at provincial level in Gansu province. The fourth part with analyse the problems in performance assessment for public servants of departments at provincial level in Gansu province. The fifth part will explore ways to optimize the performance assessment for public servants of departments at provincial level in Gansu province. The final part puts forward implementation methods to improve performance assessment for public servants of departments at provincial level in Gansu province.
