Study On System Construction Of Civil Servant Regular Assessment Of Jiuquan City

Regular assessment as an important part of the civil service assessment,is an important basis for the annual assessment.It is significant to the objective, accurate evaluation of civil servants work performance and integrity, strengthening the effectiveness of the internal management and the construction of the organs, promoting the construction of team of high quality civil servants, constructing a law based government, service government and clean government.Over a long period of time, regular assessment usually not linked directly with the civil service rewards,but also the lack of a more mature system, operable usual assessment methods, resulting routinely ignored even more serious problem formality. But regular assessment has a timely assessment of encouragement, motivation, evaluation, and other unique advantages, the usual assessment as a powerful starting point to strengthen the daily management and supervision of the civil service, has become an urgent need for the management of civil servants department and self-construction at all levels. Therefore, the study of the construction of the civil service assessment system usually has a strong theoretical and practical significance. At this stage, the main problem is that civil servants routinely lack of specific assessment content,and assessment is superficial and simplistic, examination results is difficult to fulfill, etc. To solve these problems, this article analyzes the specific causes of the problem from four aspects such as theoretical research of regular assessment, institution building, leadership mechanism and enforcement. On the basis, the literature analysis method, case analysis method and dialectic analysis method are adopted in this paper, and combines with the usually empirical investigation analysis assessment work of Jiuquan executive civil, in which it both sets up independent regular assessment agency and explores the a new model of the usual assessment called "three assessment five test a hook" and establishes an usually standardized assessment process and sounds supervision mechanism to strengthen civil regular assessment.Through these studies, it designed to appeal to increase high attention of the different administrative organs for the regular assessment, so as to sound or comprehensive assessment system and play a fundamental role of daily supervision and management and incentive effects in the annual assessment. The purpose is to mobilize the enthusiasm and creativity of the civil service, promote office efficiency, enhance the credibility of the government.
