| The 14 th Five-Year Plan period is a crucial period for China to comprehensively promote rural revitalization and accelerate agricultural and rural modernization.Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,Guangdong Provincial government has thoroughly implemented the rural revitalization strategy and vigorously promoted the construction of modern agricultural industrial parks,which has played an indestructible role in implementing the priority development of rural areas in Guangdong,especially in the east and northwest of Guangdong,the modernization of agricultural industry and the revitalization of rural areas.The large-scale construction of modern agricultural industrial park needs a lot of manpower and material resources investment,which is inseparable from the support of the government,especially the reasonable function positioning of the government.Therefore,how to position the role of the government,optimize the functions of the government,and build a modern agricultural industrial park is of great theoretical and practical significance for farmers to get rid of poverty,agricultural transformation and the construction of modern agricultural system.Based on theories related to government functions,this paper discusses the performance of government functions in the construction of modern agricultural Industrial Park in F City.The main framework is as follows: The first part mainly clarifies the core concepts of modern agricultural industrial parks and government functions,and expounds relevant theories of government functions,so as to analyze the function positioning of the government in the construction process of modern agricultural industrial parks,involving four sections: policy planning,financial support,supervision and management,and provision of public services.The second part is to master the status and effectiveness of F Municipal Government’s function performance in the construction process of modern agricultural industrial park through questionnaire survey and interview.The third part is the core of the paper.Based on the results of the questionnaire survey and interviews,it analyzes the problems existing in the function performance of F Municipal Government in the construction of modern agricultural industrial park,focusing on four aspects: lack of integrity in policy planning,inadequate financial guarantee,insufficient supervision and low efficiency of public service.Then,the actual situation and theory are combined to analyze the reasons for the inadequate performance of the functions of F municipal government,which can be attributed to the lack of continuity of policy planning and support,unclear positioning of government functions,imperfect supervision mechanism and low public service level.The fourth part puts forward some feasible countermeasures and suggestions on the function optimization of F Municipal Government in the construction process of modern agricultural industrial park based on the actual situation.In general,the government has made continuous exploration and innovation in the construction of modern agricultural industrial parks,which has achieved certain results.However,the construction of modern agricultural industrial park is still in the initial stage of development,and there are also some problems in the function performance of the government.This paper expects to provide some beneficial suggestions for the function optimization of the government in the construction process of modern agricultural industrial park,and promote the development of modern agricultural industrial park. |
