Research On The Functions Of County-level Governments In Promoting The Construction Of Modern Agricultural Industrial Park

In recent years,the Party Central Committee and the State Council have attached great importance to the construction of industrial parks.Starting in 2017,a series of clear working arrangements have been made in document No.1 of the Central Committee,requiring the use of modern agricultural demonstration parks to actively build a new platform for integrated development of rural industries,according to According to different natural and resource conditions,through the construction of a brand advantage prominent,reasonable industrial layout,comprehensive benefits prominent,ecological environment perfect local advantage of the agricultural characteristics of the industry,we will actively promote the construction of modern agricultural supply chains,industrial chains and value chains with regional advantages,and promote the integration of primary,secondary and tertiary industries in rural areas,at present,the construction of modern agricultural park has gradually become the key and effective carrier for the country’s rural industrial development.To this end,this article takes the first national modern agricultural park in Zhalaite Banner,which was identified in our country and the first one in the whole Inner Mongolia,as an example,this paper summarizes the main practices and achievements in promoting the establishment of the park,studies the problems and causes,and puts forward specific measures to provide reference for the industrial development of other places.The main purpose of this paper is to discuss the government functions in the process of optimizing the construction of modern agricultural industrial parks,and through the analysis of the responsibilities positioning,industrial development and government performance in the Zhalaite Banner National Modern Agricultural Industrial Park,it is found that there are problems such as poor overall coordination,lack of multi-subject cooperation,inadequate government services,poor publicity and training effects,insufficient industrial integration,and imperfect brand cultivation,and finally put forward optimization suggestions by further analyzing the causes of problems and learning from the development experience of other regions.It is mainly to strengthen the tilt of policy resources,form a joint force for industrial development,improve the functions of organizational structures,innovate the interest connection mechanism,strengthen publicity and training guidance,cultivate professional and technical personnel,change the concept of development,promote deep integration of industries,optimize brand promotion supervision,broaden product sales channels,etc.,to provide useful thinking for further promoting the construction of industrial parks.
