Research On The Role Of Township Governments In The Construction Of Modern Agricultural Industrial Park

Since the founding of the first national agricultural science and Technology Park in 1997,China’s mode of production has been gradually transitioning from traditional to modern intensive.At present,the agricultural modernization of our country is advancing in an all-round way,and the new industrial pattern has been initially formed.In 2022,No.1 central document also proposed to continue to promote the construction of modern agricultural industrial parks and strong agricultural towns.However,as China enters a new era,the government,especially the township government,is facing new challenges in how to play its due role in the construction and development of agricultural industrial parks.The article mainly takes the role of A town government in the construction of its grape Modern Agricultural Industrial Park as the starting point,through literature research,questionnaire research,interview,government function theory and service-oriented government theory,from different levels,aiming at the current situation of the role of A town government in the construction of its grape Industrial Park,find the problems and reasons in the role of A town government,and put forward practical suggestions.By analyzing the role and role of A town government in its grape Industrial Park,it is found that it mainly plays the role of implementing policy planning,providing services,supervision and publicity.Through in-depth analysis of the current situation through different research methods,it is found that the role of town a government mainly lies in the weak implementation of development planning,inadequate park security services,unclear supervision and management effect,unsatisfactory publicity effect and other problems.The deep-seated reasons are analyzed by using the government function theory and service-oriented government theory.It is found that the reasons are the backward concept and consciousness of town a government,the mismatch of rights and responsibilities Imperfect financial mechanism and poor government brand concept.Combined with the reality,this paper puts forward the optimization path to give full play to the role of policy implementation,service guarantee,budget disclosure,public finance and supervision and management.
