Study On The Problems And Countermeasures Of New Rural Community Digital Governance In Chengdu

New rural community is the product of integrated urban-rural development,which is different from both urban community and traditional rural area.It is a new community formed by one or several administrative villages through merging,unified planning and construction,and has the dual attributes of urban community and traditional rural form.Promoting digital governance of new rural communities is of great significance in promoting the transformation and upgrading of rural communities,advancing the construction of digital villages,promoting the coordinated development of urban and rural areas,and realizing rural revitalization.Overall,the digital construction of new rural communities in China is still in the initial exploration stage,and many regions have accumulated some successful experience in practice,but there are still many dilemmas.Further exploration and improvement are still needed to promote the process of digital governance of new rural communities.In recent years,the economic development trend of Chengdu is good,and the process of urban-rural integration is accelerating and developing continuously,but the contradictions in the process of urban-rural integration development are also becoming more and more prominent.Therefore,this paper takes the new rural communities in Chengdu as the research object,based on collaborative governance theory and digital governance theory,and uses text analysis,field survey and statistical analysis to study the digital governance problems and countermeasures of the new rural communities in Chengdu.The study found that a series of initiatives,such as building a digital governance system,continuously developing a grassroots digital governance platform,and so on,have indeed improved the efficiency of grassroots governance and made the communication channels of community service more open.However,there are still some problems in the process of digital governance in new rural communities,mainly including the following aspects: first,the digital governance capacity of multiple subjects such as village(community)cadres and villagers needs to be improved;second,there is a lack of digital governance professionals;third,the digital infrastructure platform is not sound;and fourth,the digital governance work lacks longevity.By further digging into the possible influence factors,the main points are as follows: firstly,villagers and other digital governance subjects are not sufficiently involved;secondly,the digital governance talent training mechanism is not perfect;thirdly,the digital infrastructure platform is not sufficiently invested;fourthly,the digital governance work is highly resistant.On the basis of this,this paper makes an intensive study of the operation mechanism of digital governance of new rural communities in Chengdu,combined with the specific situation of villages(communities),and the following countermeasures and suggestions are proposed,mainly including: first,promoting the construction of digital governance subject capacity;second,strengthen the construction of digital governance professional team;third,strengthen the construction of digital infrastructure platform;fourth,improve the long-term effectiveness of community digital governance.It is hoped that it can clarify the ideas for improving the effectiveness of digital governance of new rural communities in Chengdu.At the same time,it is expected to provide a multi-dimensional reference for the academic research and practice of digital governance of new rural communities in similar areas,and further promote the construction of digital countryside and rural revitalization.
