| The governance and management capabilities of grass-roots governments are constantly facing the impact of social problems.How to optimize the management of human resources of grass-roots governments and improve the service ability,service efficiency and service attitude of staff have become the most urgent problems to be solved.This paper firstly studies and discusses the incentive system of the grass-roots government at home and abroad,and then specifically studies its basic situation,incentive mechanism and cadre feedback in County A.The overall research of this paper is based on the two-factor motivation theory,and studies the personnel motivation of the grass-roots government at the township level in my country,using interviews,questionnaires and other research methods.Specific analysis and research on its township distribution,basic situation,economic operation and so on.Through in-depth thinking and analysis of the cadre incentive system in County A,it is found that there are two types of problems in the existing incentive mechanism.The posts are not suitable,the training is not targeted,and the problems of incentive factors are mainly the poor promotion channel,the working relationship between the superior and the subordinate,the working conditions are not guaranteed,the job honor is low,and the assessment and evaluation effect is poor.Suggestions such as optimizing the operating environment of the incentive mechanism,highlighting humanistic care,attaching importance to salary incentives,improving assessment incentives,improving the promotion system,material incentives taking into account spiritual incentives,and negative incentive feedback.The research conclusions of this paper can effectively play the role of human resources management and cadre incentives of grass-roots governments,stimulate the initiative and creativity of staff,comprehensively improve the comprehensive ability of grass-roots cadres,promote grass-roots governments to improve public service capabilities and sustainable development,and demonstrate the new type of government.good image. |
