Performance management is not only an important part of the government to promote modernization,but also an important measure to improve administrative ability and innovate management methods.The tax department is responsible for the management of tax collection.It is an important department of economic management and administrative law enforcement.The implementation of performance management is an objective requirement for changing department functions and promoting modernization.As the front line of tax collection and management and providing tax services,the grass-roots tax department urgently needs to comprehensively improve the quality and efficiency of work through the implementation of perfect performance management.With the deepening of the reform of the national tax system and the continuous development of local tax management,the problems of continuous and effective tax collection and management are becoming increasingly prominent.Therefore,it is necessary to make an in-depth study on the performance management of grass-roots tax departments such as Changzhou X district tax bureau,and put forward optimization countermeasures and suggestions.This paper studies the performance management optimization of Changzhou x District Taxation Bureau by using the methods of literature analysis,investigation and comparative analysis.The study found that the performance management of Changzhou x District Taxation Bureau has achieved some positive results,mainly including highlighting the goal orientation,promoting the implementation of the work,strengthening the cadre management,and focusing on continuous improvement.However,there are still the following main problems: the index design is not scientific enough,the process management is insufficient,the performance evaluation is not standardized,the application of results is limited,and the enthusiasm and satisfaction of cadres need to be improved.The reasons for these problems mainly include the deviation of ideological understanding,the difficulty of index design,the poor communication of process management,the inadequate construction of management system,the insufficient integration of performance management and personal development,etc.Based on its own reality and drawing on relevant experience,the countermeasures to improve the performance management of X district tax bureau are:promote the construction of performance management concept,create a scientific and reasonable performance index system,strengthen performance communication and process management,establish and improve the supporting mechanism of performance management,and strengthen the application of performance evaluation results.
