Open government data means that the government frees the public from the large amount of publicly available raw data it has.The government's opening up of data is based on the disclosure of government information and the improvement of the level of network facilities and data analysis capabilities.The purpose of government data opening is to further improve the transparency of government work.Judging from the results of recent years,the benefits brought about by the opening of government data are not only limited to the transparency of the government,but also led to the public's use of open data,and formed a more excellent combination of transparency and value development.Drive mode.Since the establishment of the first open data platform in the United States,hundreds of countries or regions have successively launched their own open data platforms.At the same time,theoretical research and related projects on the government data open platform have also flourished.However,looking at domestic and foreign research,there are few evaluations of the value creation capability of open data platforms.This paper applies the value co-creation theory to the government's open data platform and aims to establish an evaluation system that can evaluate the value creation capability of the government data open platform,and provide suggestions for the construction of the government data open platform.Based on the existing theoretical research,this study applied the methods of resource dependence theory,value co-creation theory,and technology acceptance model,combined with open data evaluation projects at home and abroad,and constructed a set of assessments for the value of the government's open data platform.Abilities assessment system.The Delphi expert survey method adopted for the verification of the indicator system and the consistency of expert opinions were tested.After two rounds of surveys,the consensus of expert opinions was found to be better.Finally,according to the analytic hierarchy process,the weights of the indicators are calculated,and the evaluation index system with weights is obtained.In the end,the article compares the score differences between open data platforms at home and abroad,and puts forward four recommendations for the government's open data platform construction:First,to achieve the registration-free use of core functions,to reduce the restrictions on the public to use open data platforms;Second,to provide Sharing functions to improve the ability of data sharing between the public,while allowing the public to understand the government data open platform through social media,mail,etc.;third,increase the downloadable data types,provide more data formats for the public The choice is to enhance its ability to use data;the fourth is to provide access to application access,so that the government data open platform and developers are in a healthy and mutually reinforcing state,and fully tap data value.
