| Improving the rule of law in agricultural and rural governance is an important measure to strengthen rural governance and an important guarantee for the revitalization of the countryside.In 2017,the 19 th National Congress put forward the strategy of rural revitalisation,and in 2020,the 5th Plenary Session of the 19 th Central Committee emphasised the co-ordination of agricultural and rural construction and the comprehensive promotion of "rural revitalisation and the rule of law"."In 2021,the Promotion of Rural Revitalization Law came into force,highlighting the important status of "rural areas" in the national governance arena.In practice,however,due to the imperfect system of legal norms,the shackles of traditional customs and concepts,and the lagging development of law enforcement at the grassroots level,the rule of law in the countryside has fallen into a difficult situation,which has seriously affected the effectiveness of rural governance.In the context of comprehensively promoting the rule of law,the rule of law in rural governance is the primary condition for the modernisation of agriculture and rural areas.The only way to speed up the integration of rural governance and the rule of law is to diversify and open up the paths of the rule of law,and to make up for the shortcomings of difficult law enforcement,so as to achieve the rule of good law.This paper uses logical analysis to analyse village Y.It attempts to explore the obstacles that exist in the process of promoting the rule of law in the scattered villages of ethnic minorities at the border,and proposes corresponding measures for improvement.In addition to the introduction and conclusion,the specific structure of the text is demonstrated by four passes in accordance with the logic of "putting forward-solving".In the first part,the author takes the connotation and logical relationship between the Rural Revitalization Strategy and the rule of law in rural governance as the logical starting point,puts forward the concepts related to the rule of law in rural governance,and then explains the relationship between the rule of law and rural governance from the perspective of the integration of three governance,the comprehensive rule of law and the promotion of law in Rural Revitalization;The second part introduces the field investigation point "Y village" and analyzes the development status of Y village and the specific types of problems in governance;The third part,connecting with the actual situation of Y village,mainly expounds the difficulties and challenges that y village is facing in the "rule of law" in the rule of law,and analyzes the reasons that hinder the Rural Revitalization;In the fourth part,villages all over the country have their own characteristics and will face many new problems in the process of governance.However,as long as we grasp the commonalities and distinguish them,the best way out for villages is to promote rural revitalization and comprehensively rule the country by law through rule of law.Therefore,the author puts forward the path of rule of law to achieve rural revitalization from three aspects:consolidating the foundation of rural rule of law,perfecting the rule of law system and perfecting the governance system,In order to provide feasible suggestions for getting rid of the plight of rural governance. |
