| Promote the efficient and convenient flow of various types of government data at all levels,which is conducive to the government data becoming a strong support to guide government decision-making and help economic and social development.At present,there are some data barriers among government departments,and the data construction standards of various functional systems are lack of unity,which makes the current dilemma of insufficient government data sharing among government agencies.Taking N city as the research object,this paper optimizes the basic analysis idea of "structure determines function and function guides structural gradual adjustment" proposed by structural functionalism theory.Combined with the technical attributes of big data,this paper puts forward a multi-dimensional analysis framework with "structure technology process function" as the entry point to explain the internal logic of cross departmental sharing of N city government data,Finally,it puts forward a feasible mechanism conducive to the cross departmental sharing of government data.Starting from the perspective of the responsibility system,the structural dimension analyzes the basic structure and business relationship between the cross-departmental sharing functions and management departments of government data from the perspective of organizational structure,departmental characteristics,coordination basis and institutional rules,so as to solve the collaboration problem of departmental data sharing;the technical dimension takes government data as the research object,analyzes its technical standards from collection and processing,storage management and sharing and exchange,and explains the basic significance of the unified specification of data standards for realizing cross-departmental sharing of government data The process dimension mainly shows the basic process of cross-departmental sharing of government data in N City,from the construction of the data sharing platform to the generation and management of data resource directories and their basic practices,so as to facilitate the understanding of the reality of cross-departmental sharing of government data;the functional dimension is based on the basic analysis framework of structural functionalism on functions,showing the functional role of government data sharing in the construction of digital government.Structural functionalism believes that the function of a given structure is multi-directional,and it also produces negative functions that are not conducive to the sustainable operation of the organization,and measures need to be taken to correct it.Therefore,this paper will propose the mechanism for local governments to build cross-departmental sharing of government data in the above four analytical dimensions,the specific content is as follows: first,to accelerate the process of improving the rules of the government data management system with the system construction mechanism,and to rationalize the organizational structure and responsibility system between the administrative departments for cross-departmental sharing of government data;second,to enhance the innovation ability with the research and development innovation mechanism to provide technical support for the cross-departmental sharing of government data;third,to establish a normalized collaboration relationship with the overall coordination mechanism.Fourth,the operation guarantee mechanism is used to ensure the effectiveness of data resource management and the security of the government network system,and to ensure the efficient achievement of various functional goals of cross-departmental sharing of government data.Based on the above research,this paper believes that to promote the cross departmental sharing of government data,we need to constantly optimize the functional structure and collaborative relationship of government departments,reshape business processes with data innovation,and ensure the continuous improvement of policies,laws,standards and norms,so as to make the cross departmental sharing of government data safe and orderly. |
