| Strengthening grass-roots social governance plays an important role in promoting the modernization of the national governance system and governance capacity,maintaining the long-term stability of the country and ensuring the people’s living and working in peace and contentment.Since the innovation of grid management in China,many townships and sub-districts across the country have been exploring,innovating and practicing to apply grid thinking to grass-roots social governance.With the rapid development of Internet technology and the advent of 5G era,there are more and more abundant application scenarios of "interconnection of all things".All localities pay increasing attention to integrating intelligent means into grass-roots social governance,which will help further promote the transformation of grass-roots society from extensive "management" to accurate "governance".Firstly,this paper describes two concepts—grass-roots social governance and grid governance,and explains the theoretical basis of grass-roots social grid governance through Governance theory,Seamless Government theory and Delicacy Management theory.Secondly,taking the "Three Total Grid" governance of Sub-district B in City C as an example,it aims to research the main measures,current operation status and achievements of the "Three Total Grid" governance of Sub-district B over the past three years with the methods of literature research,interviews and discussions,questionnaires and so on.It has been found that the sub-district office assumes too many functions,and that the grid team are understrength,while the residents need to raise the awareness of participating in the governance.As a result,the effectiveness of social governance has not been fully stimulated.Finally,based on government leadership,social participation,team building and mode innovation,this paper puts forward suggestions on how to optimize the grid governance path of grass-roots society,in an effort to provide reference for the further improvement of grass-roots social governance. |
