Inspection.After the 18th NATIONAL Congress of the CPC,Leading Party officials at all levels must practice strict economy and oppose waste in their work and living benefits.At the same time,there are clear regulations on the level of domestic official reception,and on this basis,a new style construction mechanism has been established.Party and government organs at all levels,from shallow to deep,from easy to difficult,grasp iron marks,tread on stones to leave marks,adhere to the wind is inspiring.According to the report to the 19th National Congress,we will crack down on petty corruption,no matter it is minor or serious,and will never tolerate it.The term "micro corruption" has come to the fore as strict Party governance has been applied to People’s Daily lives.In the current anti-corruption situation,although the current serious corruption has been effectively controlled,but in the deep level of corruption,some hidden in the dark "micro corruption" phenomenon is gradually exposed,and because it is around the masses,hidden strong,strong infectivity,the masses hate this."Micro corruption" is a kind of corruption phenomenon produced in the "nerve endings"of the party and state power,while the grassroots government is closely connected with the people,complex and subtle business,funds,is easy to breed "micro corruption",is also the forefront of the struggle against micro corruption.In this context,this paper uses in-depth interviews and other methods to conduct field research on the governance of "micro corruption" in DL City,and makes full use of new public management theory,power restriction,power rentseeking and other theories,based on relevant work experience in grass-roots discipline inspection and supervision organs.This paper summarizes the problems in the governance of "micro corruption" in DL City,such as the governing body,cadre management,governance mechanism,and the construction of clean government at the grassroots level.Through research,this paper finds that:First of all,in the process of government governance at the grassroots level,the most direct participant in the governance of grassroots leading cadres is the subject of exercising national public power.However,in some key departments,key positions and key links,there is a lack of supervision over the operation and exercise of power,and a lack of constraints on some public powers,which makes it difficult for the people to handle affairs and for cadres to exercise arbitrary power.Secondly,for "micro corruption",the deterrent force formed by simple investigation and punishment is limited.Micro corruption because of the correct or required number,small amount and small influence,our country’s above punishment to corruption is far more than the above punishment to micro corruption,let many grassroots leading cadres think micro corruption danger is small,thus dare to take risks.Thirdly,the construction of clean and honest government at the grassroots level becomes a mere formality.The consciousness of law and discipline at the grassroots level is weak and the consciousness of clean and honest government is insufficient.Finally,in terms of the overall governance of "micro corruption",the imperfect governance mechanism is still a problem we must face,which includes imperfect power supervision,imperfect early warning and prevention mechanisms and other problems.On the basis of the above research,this paper fully draws on the research results and experience at home and abroad and advanced regions,and puts forward some suggestions and countermeasures to improve the governance of "micro corruption" in DL city according to the problems found.First of all,it is very important to strengthen the investigation and punishment of "micro corruption".In order to better deter the "micro corruption" elements,we must increase the punishment and create a cage that "dare not corrupt";Secondly,build a three-dimensional supervision system,improve the supervision mechanism,keep pace with The Times,establish a modern,scientific and technological,three-dimensional supervision and governance network,tighten the "can’t rot" red line;At the same time,the effectiveness of grassroots"micro corruption" governance more importantly depends on the ideological attention of grassroots cadres,and the importance of ideological construction cannot be debated.In order to fundamentally solve the problem of "micro corruption",it is necessary to strengthen the ideological and political construction of grassroots cadres,improve the political position,enhance the awareness of grassroots cadres and the masses and the consciousness of serving the people,to nourish the political ecology with a clean atmosphere,persevere in governance of grassroots "micro corruption",and tighten the bottom line of "don’t want to corrupt". |
