Research On Supervision Of Public Financial Subsidy For Urban Public Transport In Guiyan

With the rapid development and progress of economy and society,China’s urbanization process has gradually accelerated.In this context,the number of cities in China is increasing rapidly,and the scale of cities is also expanding,and the urban traffic problem is becoming increasingly prominent.For the urban public transport industry,the basic attribute of public goods is that the public transport enterprises in domestic cities are often facing serious losses,and the government needs to continuously increase investment and economic subsidies in the field of public transport to ensure the healthy development of urban public transport.However,due to the different attributes between the government and bus enterprises,there are often obvious information asymmetry,so it is often difficult for bus financial subsidies to give full play to their efficiency.At the same time,there are also problems of inadequate supervision and unreasonable subsidy mechanism,which cause many obstacles to the future development of public transportation.This paper takes the travel needs of residents and the urban bus to meet the urban development as the starting point,Ensure that government financial subsidies to improve the efficiency of urban bus enterprises,The ultimate goal is to accelerate the sustainable development of urban buses,Make full use of the theory of public finance and principal and agency,Using the literature research method,systematic analysis method and empirical research method,On the basis of the investigation of the supervision of public financial subsidies in Guiyang,It is concluded that the problems existing in the supervision of urban public transport public financial subsidy in Guiyang include: the imperfect financial subsidy supervision system,the inadequate supervision of the use benefit of financial subsidies,the lack of scientific and reasonable supervision and analysis tools and means,and the lack of the assessment of the subsidy effect.The reasons for the problems in the supervision of public financial subsidies are: the lack of a sound urban public financial subsidy mechanism,information asymmetry between the government and enterprises,no multi-department coordination and linkage mechanism,and no long-term system and incentive system.In Lanzhou city,Taipei,Chengdu,Nanjing city bus public financial subsidy supervision experience,on the basis of the use of strengthening the construction of financial subsidy funds supervision system,strengthen the supervision of special funds management,improve the evaluation mechanism of special funds management use and strengthen the big data in the application of urban bus transportation financial subsidy supervision in the improvement of Guiyang city city bus transportation financial subsidies supervision countermeasures.Through the research of this paper,it provides some theoretical basis and practical guidance for systematically solving the problem of urban public transport.On this basis,the information asymmetry can effectively solve the problem between the government and the bus company,maximize the value and role of the financial subsidy funds,and create a good urban bus service environment for the general public.
