Research On The Transformation Of Township Government Functions Under The Rural Revitalization Strateg

In recent years,many scholars at home and abroad have studied the functions of township government,and built a systematic and functional theoretical framework for its operation and transformation.Township government,as the end of our administrative system,is the last kilometer to deal with the problems of "three rural areas",must constantly renew itself with the development of The Times,excavate the potential vitality.Although there are abundant researches on the transformation of government functions at home and abroad,there is still a lack of corresponding researches on how to realize the transformation of township government functions,how to do a good job in governance and how to improve administrative efficiency under the background of rural revitalization.Therefore,this paper focuses on the transformation objectives and obstacles of township governments under this background,and actively explores improvement measures to realize township governments adapt to the requirements of rural revitalization,re-examine themselves,quickly change their roles,realize the rapid transformation of their functions,and actively and effectively devote themselves to serving farmers.Based on the background of rural revitalization,this paper uses the theory of service-oriented government,summarizes and studies domestic and foreign literatures,takes Qiaoguan Town Government in Weifang as the research object,grasps the subtle transformation of grass-roots government through literature analysis and in-depth interviews,comprehensively sorts out its various functional transformation under the background of rural revitalization,and deeply analyzes the problems such as weak industrial construction,single cultural service,lack of stamina for basic services and insufficient green development ability in the process of transformation.This paper analyzes the reasons from the aspects of financial system,inter-subject communication,service ability and green development,and based on this,puts forward the optimization path of functional transformation such as reconstructing county and township financial system,attracting talents by cultural demand,perfecting service mechanism and developing green ecology.
