Study On The Transformation Of Township Government Functions From The Perspective Of Rural Revitalization Strategy

Since the 19 th National Congress of the Communist Party of China,the development of townships and towns has ushered in a new historical opportunity with the proposal of the rural vitalization strategy in China.As the bottom of China’s administrative agency,township government is the "nerve endings" that the policies issued by superiors to the grass-roots level,and also the origin of the communication channel that passed the information and ideas from the grass-roots level to the superiors.It plays various roles simultaneously such as practitioner,manager,guider and servicer in the process of implementing the rural vitalization strategy.Thus,based on the strategy of rural revitalization,it is of great practical and theoretical significance to study the functional transformation of township government,which effects on promoting the high-quality development rural economy and society,solving the dual problem of urban and rural areas,building service-oriented township government,expanding the research on the functional field of township government,and implementing the policies of rural revitalization.Considering this reason,from the perspective of rural revitalization strategy to take P Town in southeast Guangxi as an example,the article conducts an in-depth study on the transformation of township government functions.The study utilizes multiple means such as literature analysis,interview method,participatory observation method and case analysis method.First of all,this article which based on several development ideas of rural vitalization strategy,proposes a series of goal requirements combined with governmental characteristics,including strengthening the economic power development rural industries,achieving equitable access to basic public services of town and country,building pleasant living beautiful countryside,modernizing the system and capacity of rural governance,building people-centered service township governments.Next,it introduces the function performance and transformation of P Township government since the implementation of rural revitalization strategy.Through investigation and research,we find and analyze four main problems existing in the function transformation of township government.Firstly,the township government functions still have the problems on function offside and mismatching.Secondly,there is scarce supply of public goods and services in rural areas.Thirdly,the function of township government is single and extensive.Fourthly,the grass-roots work is "internalized",and the power of the transformation of township government functions is insufficient.On the basis of this in-depth analysis,it is concluded that the function orientation of township government is ambiguous,and the power is not equal to responsibility;affected by chinese-style fiscal decentralization,the financial supply capacity of townships is weak;villagers’ autonomy is unsmooth and the tendency of "subordinated administration" is prominent;cadres of townships have hysteretic construction and weak consciousness of serving the people and so on.Finally,this text proposes effective rural funtion transformation ways combined with government function under the perspective of rural vitalization strategy,drawing lessons from advanced experience and innovative practices at home and abroad,and combinng with the theory of government function,govern and good governance and service government.Firstly,we should break the barrier of "isomorphic responsibility" and build a community-level governance system with clear rights and responsibilities.Secondly,we should optimize the financial management system of townships and towns,and enhance the supply capacity of rural public goods and services.Thirdly,we should continue to be citizen-centered,accelerating the development of community-level democracy.Fourthly,we should forge a contingent of cadres who master agriculture and love the whole countryside and the farmers to promote the development of service-oriented township governments.
