Abstract/Summary:
The development and revitalization of rural areas is the foundation for the rejuvenation of the Chinese nation.The 19 th National Congress of the Communist Party of China(CPC)pointed out that the major issues concerning agriculture,rural areas and farmers concern the national economy and the people’s livelihood,and that solving problems related to agriculture,rural areas and farmers should continue to be a priority of the party’s work and vigorously promote rural revitalization.Rural vitalization is a long-term systematic project that must be planned in an overall way to integrate urban and rural areas.Township administrative organs,as the most grass-roots local political organizations,are the bridge and link for the country to promote urban and rural development,especially rural development,and an important carrier to promote the comprehensive integration of urban and rural development.The report of the fifth Plenary Session of the 19 th CPC Central Committee clearly pointed out that townships should be built into regional centers serving "agriculture,rural areas and farmers".However,due to the large number of small towns,there are differences in the basis and conditions for development,and some towns are even hollow,making it difficult for them to move forward and develop at the same time in rural revitalization.As a leader among small towns,central town is the center of regional development,an important driver of new rural construction,and the predecessor of small and medium-sized cities.It is the right way for rural revitalization to vigorously develop and build central town.This thesis uses literature research method,comparative analysis method,empirical analysis method and other scientific research methods,taking J City as an example,to carry out research on promoting the construction of central town under the background of rural revitalization.Firstly,the thesis summarizes the relevant research materials at home and abroad,forming the background significance and thinking methods of the research.By defining the concepts of rural revitalization and central town,this thesis expounds the basic theories of small town theory,new urbanization theory and growth pole theory,and analyzes the function and internal logic of central town construction,which lays a good theoretical foundation for the research.On the basis of combing the first-hand information obtained through investigation and research,combined with the background of rural revitalization and the construction and development planning of central town in J city,the practice and effect of central town in J city construction are systematically analyzed.According to the thesis,the urgent problems to be solved in the construction of central town in J city under the background of rural revitalization include insufficient attention,generally low planning quality,poor radiation driving ability,lagging factor guarantee,and insufficient infrastructure construction.In order to solve the above problems and further improve the scientific and standardized level of central town in J city construction,the thesis actively refers to the experience and practices of some domestic and foreign central town construction(small town construction)areas with good results.The thesis puts forward some countermeasures and suggestions,such as giving full play to the leading role of planning,taking industry as the top priority of central town construction,strengthening factor guarantee,accelerating the service function of central town,and strengthening the leading role of government.It is hoped that these countermeasures and suggestions can provide useful references for the theory and practice of rural revitalization,the construction of central town in J city and the high-quality construction and development of China’s central towns.
