is one of the basic issues in public economic research.With the deepening of the reform of "decentralization and management services" and the in-depth promotion of public resource transactions such as project construction bidding and government procurement,the market-oriented allocation mode of unified public resource transactions has been regarded as an important measure for the transformation of government functions and institutional reform.Especially in the context of increasing international competition in the development of the business environment and becoming a breakthrough in promoting the high-quality development of China’s economy,the laws,regulations,systems and other documents issued by governments at all levels from the central to the local level provide a policy basis for the optimization of the business environment for public resource transactions.All parts of the country have made useful explorations and attempts in actively promoting the market-oriented allocation of public resources,optimizing the business environment of government departments,and supervising the supervision model,platform construction,and process specification of public resource transactions.Public resource transactions are an important part of the modern market economy,as the capital of J Province in the middle reaches of the Yangtze River,city N attaches great importance to public resource trading,pays attention to market-oriented allocation of public resources,and forms an open,fair,just and competitive and orderly trading environment in accordance with the mechanism of "government guidance of the market,open trading in the market,standardized operation of transactions,and unified management of operation".However,through investigation and research,it was found that the city’s public resource transactions compared with the evaluation system of China’s urban business environment index and the "four most" business environment requirements of the best policies,the lowest cost,the best services and the fastest work put forward by the province,there are still problems such as the lack of supervision and management chaos,uneven marketization of transactions,and low efficiency of trading services caused by improper concepts of political performance of some officials,insufficient construction of laws and regulations,in-depth reform of "decentralization and management of services",and uneven quality of industry personnel.Therefore,an in-depth analysis of the current situation,problems and causes of the business environment of public resource transactions in N City,so as to propose an optimization path for the business environment of public resource transactions,is of great significance for the city’s economic development to construction of government-business relations,stimulate and cultivate the vitality of market players,and enhance the competitiveness of the city.It also provides a research theory and policy experience for the optimization of the business environment of public resource transactions in the middle reaches of the Yangtze River city cluster and other districted cities in J Province.From the perspective of the reform of "decentralization and management services" in the public sector,based on the goal of maximizing public interests,this paper cites the new public management theory,public goods theory,new public service theory,etc,adopts interviews,questionnaire surveys,comprehensive analysis and other methods,deeply analyzes the current situation,existing problems and reasons of the business environment of public resource transactions in N City,draws on the typical experience of benchmark provinces and cities such as Beijing,Shanghai,Guangzhou,and Hangzhou to optimize the business environment,and puts forward suggestions for optimizing the business environment of public resource transactions in N City:From the perspective of the reform of "decentralization and management services" of the public sector,based on the goal of maximizing public interests,citing the new public management theory,public goods theory and new public service theory.This thesis deeply analyzes
