Research On The Theoretical Basis And Significance Of China’s Institutional Anti-Corruption In The New Era

Anti-corruption plays the important role in development of CPC.Ideological and political education and the Party members’ self-discipline are effective ways of anti-corruption,while institutional anti-corruption is the fundamental initiative of building an integrity government.Since the 18 th CPC National Congress,the CPC Central Committee with Comrade Xi Jinping at its core has attached great importance for fighting against corruption and improving Party conduct and integrity.It has taken a zero-tolerance approach to corruption that covers all areas within the Party,and has put forward many new ideas,judgments and thoughts with a determination to eliminate the corruption.In addition,it also has provided the right direction and the compliance for the way of anti-corruption in China.This paper researches the thought of anti-corruption in the new era based on the institution building.Because to realize the target of “the party should be in charge of the party,strict governance of the Party”,we must put discipline and rules in the first beginning,and promote the governance of corruption through the establishment of rules and regulations,and the improvement of all aspects of the system.With the method of unifying history and logic,combining literature analysis and induction,this paper based on the current situation of corruption in China mainly studies the theoretical basis of institutional anti-corruption thought,the experience and deficiency of institutional anti-corruption before the 18 th National Congress of the Party,the major measures and achievements of institutional anti-corruption after the18 th National Congress of the Party,and the significance of institutional anti-corruption in the new era.First of all,in terms of theoretical basis,this paper mainly expounds the Marxist classical writers emphasize private ownership,power alienation from the macro,privilege thought is the cause of the corruption phenomenon,put forward from the micro to the cadre management system,the system of democratic centralism,the masses of workers and peasants supervision system to ensure the demands of proletariat regime.On this basis,it analyzes the CPC leaders’ statements on the form of democratic supervision,the relationship between the rule of man and the rule of law,and the trinity.Secondly,in view of the anti-corruption experience and shortcomings of the system before the 18 th National Congress of the CPC,combined with the views and measures put forward by the CPC leaders in important speeches,this paper summarizes the problems of the party members and cadres system before the 18 th National Congress of the CPC,such as the lack of anti-corruption awareness,anti-corruption and anti-corruption system is not perfect.Again,from the “eight provisions” issued,to the cadre personnel system,inspection system,the reform of the punishment system,strengthen the complementarity and coordination between the prevention mechanism,supervision mechanism and punishment mechanism.On the basis of improving the system,we should attach great importance to the responsibility of the main body,strengthen the thorough implementation of the anti-corruption system,and build an anti-corruption system that dare not,cannot,and do not want to be corrupt.Finally,the paper summarizes the strategic significance of the thought of institutional anti-corruption in the new era from two aspects of theoretical significance and practical significance.
