China is a large agricultural country.Under the current situation of globalization,we must enhance the overall competitiveness of agricultural products.The development of characteristic industries in rural areas,through the extension of the industrial chain,can,to a certain extent,improve the added value of agricultural products,enhance the popularity of brands,and effectively promote the process of agricultural modernization,so as to further improve the international competitiveness of agricultural products.No.1 central document has mentioned once again that China encouraged the development of rural characteristic industries in 2022.However,if the macro policy is further improved,if the local government fails to implement it,the policy will be difficult to implement.Only when the grass-roots government really participates in the construction of rural characteristic industries,can we truly ensure the sustainable increase of farmers’ income.However,in the past,scholars have studied more on the behavior of governments above the county level to promote rural characteristic industries,and less on township governments.Taking the M town government of Datong City,Shanxi Province as an example,this paper studies and analyzes the government behavior of township government in promoting the development of rural characteristic industries.The introduction of Chapter 1 includes the research background,purpose and significance of this paper,analyzes the relevant literature at home and abroad,makes a brief comment,introduces the research methods of this paper,which are field investigation method and literature research method,and analyzes the innovation and shortcomings of this paper.Chapter 2 introduces the relevant concepts and theoretical basis,defines the concepts of rural characteristic industries,township government and government behavior,and introduces the government function theory,Smith’s policy implementation process model and service-oriented government theory.Chapter 3 describes the current situation of M town government promoting the development of rural characteristic industries,introduces the general situation of M Town,the relevant situation of rural characteristic industries in M town and the general situation of M town government,and uses the theory of government functions to build a theoretical framework,This paper combs the government behavior of M town government in promoting the development of rural characteristic industries from five aspects: policy learning and implementation behavior,policy investigation and planning behavior,policy publicity behavior,public goods service behavior and administrative supervision behavior.Chapter 4 analyzes the problems of government behavior in the development of rural characteristic industries in M town by using Smith’s policy implementation process model,combined with government function theory and service-oriented government theory,mainly including the lagging management policy of characteristic industries in M Town,the inefficient operation of characteristic industry implementation agencies,the low recognition of government behavior by villagers and the unfavorable implementation environment of characteristic industries.Chapter 5 further explores the reasons behind the behavior problems of M town government in the development of rural characteristic industries from the four perspectives of government concept,talent training system,publicity and supervision and management.Chapter 6 puts forward the optimization suggestions of township government in the development of rural characteristic industries,including improving the management system,optimizing the talent training system,carrying out all-round publicity work and creating an efficient supervision environment,so as to provide reference for the development of rural characteristic industries in other townships.
