The New Rural Construction policy has been raised as a tremendous historic task on the Fifth Plenary Session of the Eleventh Central Committee of the Communist Party of China, which has assigned the key requirements as "developing production, making life better off, civilizing village culture, achieving neat village appearance, and exercising democratic management of village affairs". All these are expecting an active response from the government of towns and townships. Therefore, the town government should firstly change its functions and make detailed rules for it, and through which to firmly guarantee the smooth management of the New Rural Construction policy from organizations at the grass-roots level, to rationally utilize the policy, and to optimize the allocation of resources and funds, which is the policy blueprint for the town government to change its functions and the requirement about how to change the town government's functions raised by the New Rural Construction. That is the topic to analyze in this theme.The thesis states its theme from the following five parts:Part I, the introduction, which introduces the relevant question, research background, literature review, research methodology and the reasons of choosing Danxi Sub-district, Xiangshang County as the research subject in this case study.Part II, the practice and experience of Danxi Sub-district, Xiangshang County, which makes a clear exposition of the basic information of Danxi Sub-district, and its government functions embodied in the process of building a new socialist countryside, including aspects of supporting industrial and economic development of both the town and village, building modern agriculture, setting up policies to enrich its people, and practicing its functions of social administration and public service.Part III, the problems in practice, i.e., the insufficiency of public service and public products. In this part, the author has firstly analyzed the general functions of the town government and the condition of public service, and then the actual situation in Danxi Sub-district. Danxi Sub-district is in insufficiency of public service and public products, which is shown in the weakness of the supply under policy, the lack of developing rural education, the underdevelopment of social security system and the deviation in executing the public policies. The last section of this part is trying to dig into the reasons of the fact that the local government has not effectively undergone the change of government functions and is weak in providing sufficient public service. The reasons are that 1) the township government is facing the traditional systematic stress, 2) the township government has problems in coordinating its own interests between different departments, and 3) the financial condition of the township government is getting worse.Part IV, the construction a public service-oriented township government from a theoretical perspective under the New Rural Construction policy. Firstly, this part discusses the allocation of a public service-oriented township government, secondly, the problem of how to enlarge the quantity of rural public products, thirdly, the problem of ensuring the quality of rural public products, and fourthly, the financial inclination on towns and villages from the central and provincial government.Part V, conclusion. This part is the summary of the theme, and the author points out the inadequacy of the theme.
