On The Policy Optimization Research Of Current Artificial Intelligence Development In Guangdong Province

In 2017,the report of the 19 th CPC National Congress put forward the requirement of "high-quality development" for the first time.As the first driving force supporting high-quality development,scientific and technological innovation is playing an increasingly important role,injecting vitality into many fields such as technology,market and education.In recent years,thanks to the support of emerging information technologies such as brain science,cloud computing and 5G,artificial intelligence has received new underlying technical support,ushered in a new round of development wave,and has become a technical field that countries all over the world are competing to seize;At the same time,because of the enabling attribute of artificial intelligence technology,its development will bring subversive effects in many aspects and fields,and become one of the most concerned technical fields.In this context,China has raised the development of artificial intelligence to a national strategic level.In2017,the State Council issued a comprehensive planning document for the development of artificial intelligence-the development plan of the new generation of artificial intelligence,which guides the development of artificial intelligence technology and related industries,and puts forward three phased development goals by 2030.After the introduction of the national plan,many localities have also implemented it one after another,and issued local artificial intelligence policies to promote the development of relevant technologies and industries.As a developed province ranking first in terms of regional GDP and regional innovation,Guangdong Province has good conditions for technological and industrial development.Its AI policy system and relevant development experience can guide and learn from the development of AI in other regions of China.Therefore,it is of great strategic significance to analyze the relevant policies and optimize the countermeasure of artificial intelligence development in Guangdong Province.This paper combs the historical evolution of artificial intelligence industry in Guangdong Province,analyzes the policy objectives and the use of policy tools of the current policy system through text analysis,and combs out the relevant policy characteristics and laws;Moreover,by benchmarking the excellent practices of AI development policies at home and abroad,according to the system of AI policies in Guangdong Province,this paper summarizes the existing problems and improvement direction of AI policies in Guangdong Province,and puts forward some countermeasures and suggestions for the future optimization countermeasure of AI development policies in Guangdong Province for decision-making reference.
