An Analysis Of Japan’s ODA Policy Toward Latin America After The War

Economic diplomacy has always played an important role in Japan’s diplomatic field,and ODA(Official Development Assistance(ODA))is a typical means for Japan to implement its economic diplomacy.Japan’s ODA policy has a long history,from 1954 to 2021,Japan’s ODA has gone through 68 years.In this paper,Japan’s ODA policy towards Latin America is mainly divided into four stages: initial stage(1950s-1960s),development expansion stage(1970s-1980s),aid peak stage(1990s-2000)and exploration transition stage(2001 to present).Japan’s ODA to Latin America has experienced three periods: cold War period,post-Cold War period and since Abe.Aid to Latin America also takes on a different character.From the result of Japan’s ODA policy in Latin America,it is a win-win policy.Japan’s ODA has promoted the infrastructure construction and economic development of Latin American countries,and at the same time,Japan has realized its own economic leapfrog development.But in the process of concrete implementation,there are also some problems such as environmental destruction.At present,with the impact of COVID-19 and the foreseeable difficulties in boosting The Japanese economy,Japan’s ODA to Latin America is not able to recover to the level of the glorious period of the 1990 s in terms of both the amount and the quality of aid.Through the analysis of Japan’s ODA policy towards Latin America,it can be seen that although the ODA outline of Japan has been revised for many times,its essence is still to serve its own economic and political goals.Through aid,Japan hopes to improve its image in Latin America and grab international political capital.Due to the impact of Japan’s economy,the promotion of the "trilateral cooperation" model and the COVID-19 pandemic,it is expected that bilateral assistance between Japan and Latin America will be difficult to improve in the future.But based on the domestic political,economic,cultural and other factors,and the influence of other big countries in Latin America,the Japanese government is still basic continued period of Latin American foreign policy,Japan should not give up on Latin America’s ODA program,but may be on the scale continue tightening,more consciously highlight the key in the reform of aid.
