| Since 2013,it has been 9 years after the state implemented the reform of streamlining administration and delegating power.The reform aims to simplify administrative approval procedures and delegate power to lower-level departments,thereby increasing the public’s participation in social governance and facilitating the work and life of enterprises and the masses.It can be said that the result of streamlining administration and delegating power directly impacts the government’s decision-making and people’s satisfaction with the government.Playing a role as the "last kilometer" in serving the masses,sub-district office reflects the most intuitive effect in the reform of streamlining administration and delegating power.Issues such as system design,power-responsibility relationship,human and financial issues,scope of decentralization,mass needs,and technical support directly affect the reform results.Therefore,there is an urgent need to learn the problems that present in power succession of sub-district offices,so that it is possible to increase the administrative efficiency of sub-district offices and enable better performance of sub-district offices in grassroots governance and public service.With Baoji Sub-district Offices as the research object,this paper comprehensively adopts interview method and case study method to investigate the prominent problems existing in power succession of Baoji Sub-district Offices.As an industrial city in western China,Baoji City is a representative of enormous small and medium-sized cities with average economic level,so there is certain research value.This paper first introduces the general information of Baoji Sub-district Offices and its status quo in power succession.Using new public service theory,holistic governance theory and limited government theory,this paper analyzes the problems of irregular power succession,inaccurate policy implementation and inadequate power decentralization in Baoji Sub-district Office.The reasons are mainly concentrated in seven aspects: territorial management mechanism,grass-roots administrative regulations,staff situation,power supervision methods,decentralization standards,public information sharing and the interests of functional departments.The problems existing in the power succession are put forward to standardize territorial management and straighten out the relationship between power and responsibility;strengthen top-level design to ensure legal use of power;rationally use personnel and improve the training mechanism;increase the number of supervisory subjects and improve the supervision mechanism;Build an information platform to achieve information connectivity;Improve the evaluation mechanism,scientific and rational empowerment,etc. |
