The case supervision and management agency is an important department of the discipline inspection and supervision organs,responsible for the supervision and management of the entire case handling situation of the internal agencies responsible for case handling at this level and the discipline inspection and supervision organs at lower levels.In recent years,with the reform of the monitoring system,the discipline inspection and supervision committee co-located,the People’s Republic of China supervision law and other laws and regulations introduced,anti-corruption and integrity promotion efforts continue to strengthen,the review and investigation work has undergone many new changes,the coverage of monitoring objects more extensive and clear,review and investigation measures more powerful and standardized,which have brought new and more requirements to the case supervision and management work.High-quality,high-standard and high-efficiency case supervision and management work can better promote the overall work of discipline inspection and supervision organs and provide a solid guarantee for anti-corruption forces.This paper takes management process theory,right supervision and restriction theory,and system management theory as the theoretical basis of the study,and uses literature research,field research and other research methods to deeply participate in the front line of disciplinary case supervision and management in T district,and systematically examines the state of disciplinary case supervision and management in T district disciplinary inspection and supervision organs.Through the study,it was found that the problems in the supervision and management of disciplinary cases in the disciplinary supervision organs in District T were backward in the way of managing problematic clues,inappropriate reminders and inspections,poor connection between discipline and law,and poor operation and maintenance of the case supervision and management system.These problems are mainly caused by the lack of awareness of the personnel involved in the case supervision and management office and the departments under management,the imperfect institutional mechanism of case supervision and management,the poor interconnection and sharing of information,and the lack of professional knowledge of the personnel involved in case supervision and management.In order to solve the above problems,this paper studies the typical experience of case supervision and management of discipline inspection and supervision organs in typical areas of China,innovates research perspectives and research methods,and puts forward countermeasures and suggestions for discipline inspection and supervision organs in Area T to improve the supervision and management of cases of violations of discipline and law:First,increase the importance of case supervision and management,subjectively increase the importance of discipline inspection and supervision cadres to case supervision and management,and objectively raise the level of case supervision and management offices.Second,establish and improve mechanisms,one is to establish and improve the system of standardized examination and investigation,the second is to establish and improve the case supervision and management system,the third is to establish and improve the assessment system,and the fourth is to establish and improve the anti-corruption coordination mechanism.Third,to build an information interconnection platform,on the one hand,with the anti-corruption leading group as the link,establish an external interconnection platform with the Public Prosecutor’s Office and other units,and continuously promote mobile office systems such as computer office and mobile office to ensure information sharing;On the other hand,establish an internal interconnection platform for discipline inspection and supervision organs to realize online circulation between discipline inspection and supervision organs and offices.Finally,it is necessary to cultivate personnel with case supervision and management skills,complete and strengthen the personnel of the case supervision and management office from the inside,and set up internal institutional case managers from the outside.
