A Study On The Supply Of Welfare For Rural Left-behind Children In Z District Of Xi’an

With China’s rapid economic growth and urbanization process accelerating,a large number of rural surplus laborers are moving to cities.Due to the constraints of many conditions,many migrant workers are unable to solve the problem of their children studying in the cities,so they can only entrust their children to grandparents,relatives or friends to raise,which eventually forms a large number of vulnerable groups-rural left-behind children.There is a huge difference of left-behind children between urban and rural areas in Xi’an.Meanwhile,it has following characteristics.First,the distribution of left-behind children is uneven,with a large difference rate between different areas.Second,the number of left-behind children in rural areas accounts for a relatively large proportion.Third,the proportion of special left-behind children is large.Therefore,Z district is chosen as a research case to get a deeper understanding of the current situation and problems of welfare protection for rural left-behind children.This paper uses questionnaires and interviews to collect data on left-behind children in District Z.The author investigates the supply subjects of welfare protection for left-behind children in Z district based on the theory of welfare pluralism,and analyze the needs of left-behind children in health,education,law,and life security based on the theory of children’s rights.Then,analyze the problems of welfare provision for left-behind children in terms of government,society,market and family on the basis of two theories.The author found that reasons for the problems include the lack of government responsibility,the weakness of social forces,the inadequacy of market participation inducement and the backwardness of family guardianship.The author proposes feasible countermeasures and suggestions from the aspects of government,social,market and families to improve the current situation of welfare protection for left-behind children based on the results of theoretical analysis and empirical investigation.First,to strengthen the leading role of the government;second,increase the strength of society;third,explore new ways of market participation;forth,update the concept and ways of family guardianship.
